SUBJECT: AMENDMENT TO THE ZONING ORDINANCE RELATED TO OBJECTIVE STANDARDS, DEFINITIONS, ACCESSORY DWELLING UNITS AND MIDDLE HOUSING

SUMMARY

This is a Public Hearing to request a Zoning Ordinance Text Amendment to amend Articles 1, 2, 8, and 9 of the Goodyear Zoning Ordinance. This proposed amendment adds and amends definitions, allows accessory dwellings units outside the 65 decibels contour line within the vicinity of a Public Airport, modifies regulations related to the administration of the Design Guidelines Manual, and creates a Middle Housing Overlay District to allow middle housing on properties within such district.

ADOPT ORDINANCE NO. 2025-1642, AMENDING THE GOODYEAR ZONING ORDINANCE SECTIONS 1-2-2 AND 1-4-2 OF ARTICLE 1 (ADMINISTRATION OF MANUAL); AMENDING SECTION 2-2 (DEFINITIONS); AMENDING SECTION 8-2 (C) (ACCESSORY DWELLING UNIT); AMENDING ARTICLE 9 (SPECIAL DISTRICTS) BY ADDING SECTION 9-3 (MIDDLE HOUSING OVERLAY DISTRICT). FISCAL IMPACT

There is no direct budget impact associated with the approval of this Zoning Ordinance text amendment.

BACKGROUND AND PREVIOUS ACTIONS

On December 3, 2025, the Planning and Zoning (P&Z) Commission held a public hearing for this item. After the staff presentation, no residents spoke on this item. At the conclusion of the public hearing, the P&Z Commission voted 6-0 to recommend approval to City Council, reflected in the Ordinance and included as Attachment A. 

A Public Hearing notice for the City Council Meeting was published in the Arizona Business Gazette - Republic Edition on November 14, 2025, at least 15 days prior to the meeting.

STAFF ANALYSIS

Staff recommends that the City Council adopt the Ordinance, consistent with the P&Z Commission's recommendation.
