CITY COUNCIL ACTION REPORT

Summary
Council will receive an update on the Fiscal Year (FY) 2026 Strategic Plan action item to develop an Information Technology (IT) Strategic Plan that addresses technology needs, artificial intelligence (AI), governance, policies, usage, and implementation. The plan incorporates feedback from department directors and staff, and provides direction for IT projects, goals and support for citywide strategic initiatives. FISCAL IMPACT
There is no direct fiscal impact associated with creating the IT Strategic Plan. Once the IT Strategic Plan is finalized, the implementation of projects or goals identified in the plan may result in cost savings or be considered for future budget requests.
BACKGROUND AND PREVIOUS ACTIONS
The FY2025-2028 Strategic Plan included an action item within the Innovative & High-Performing Organization component to develop an IT Department Strategic Plan. The IT Department Strategic Plan allows for improved alignment with business goals, optimized resources, increased retention of our workforce, and efficiencies realized from a data-driven decision-making approach. The plan aligns with the citywide Strategic Plan, which follows a three-year cycle and is updated annually.
STAFF ANALYSIS
The IT department strives to provide top-tier customer service and increase our satisfaction rating as a proven partner across the organization. To develop the IT Strategic Plan, staff solicited feedback from each department's director and deputy director(s) and used industry-standard ratings to measure the department's current state and provide a roadmap for the future. The plan incorporates citywide projects and goals, as well as the IT department's operational milestones. In addition to providing a roadmap for the IT department's FY 2026-2028 strategic goals, the plan also highlights IT accomplishments that were completed during FY 2025. This work session is intended to provide Council with an overview of the draft IT Strategic Plan, gather input, and ensure alignment with the city's overall priorities. The draft IT Strategic Plan is included as Attachment A. Following Council's feedback, staff will finalize the plan. Any future budget needs tied to the projects identified in the plan will be considered during the budget process.
