SUBJECT: SECOND AMENDMENT TO THE COMPREHENSIVE SIGN PACKAGE FOR GOODYEAR MUNICIPAL COMPLEX

SUMMARY:

A request to amend the Goodyear Municipal Complex Comprehensive Sign Package (Attachment A), located on the southeast corner of Van Buren Street and 145th Avenue (Attachment B).

RECOMMENDATION:

Recommend approval of the Goodyear Municipal Complex Comprehensive Sign Package – Amendment 2 dated July 2025, subject to stipulations. (Jimmy Carreon, Assistant Planner)

STIPULATIONS:

  1. All signs shall be in conformance with the Goodyear Municipal Complex Comprehensive Sign Package dated July 2025; and
  2. Off-site signage is prohibited; and
  3. No signage shall be placed within city rights-of-way.

FISCAL IMPACT:

There is no direct budget impact associated with the approval of the Goodyear Municipal Complex Comprehensive Sign Package – Amendment 2.

BACKGROUND AND PREVIOUS ACTIONS:

The Goodyear Municipal Complex Comprehensive Sign Package – Amendment 2 applies to approximately 17.6 acres of property used for public facilities as shown in Attachment B. The Goodyear Municipal Complex PAD was approved in 2023 by the adoption of Ordinance No. 2023-1594 and encompasses approximately 17.6 acres that is designated Planned Area Development (PAD) and has an underlying zoning of Public Facilities District (PFD) with a PAD overlay. The intent of the PAD was to permit the city to operate public facilities at this location as well as community centers, offices, and private colleges and universities.

A comprehensive sign package (CSP) for the Goodyear Municipal Complex PAD was created and amended once. Council approval was received for the original CSP creation in July of 2015, and administrative approval was received for the first amendment in January of 2022.

STAFF ANALYSIS

Current Policy:

All PADs are required to prepare and submit a CSP for review and approval prior to the issuance of individual sign permits. A CSP provides a comprehensive and coordinated approach to the design of signage that exhibits superior quality and effective messaging. In recognition of the benefits of cohesive and comprehensive sign design, modifications to the signage requirements established in Article 7, Sign Regulations, of the Goodyear Zoning Ordinance, may be appropriate within a CSP.

A CSP in compliance with the requirements in Article 7, may be approved by the Zoning Administrator after review and approval by the Development Review Committee. However, a CSP which proposes modifications to the requirements in Article 7, must be reviewed by the Planning and Zoning Commission and approved by the City Council. The Goodyear Municipal Complex CSP Amendment 2 requests modifications to the standards in Article 7 and therefore requires Planning and Zoning Commission review and City Council approval.

Details of the Request:

The request is to approve the Goodyear Municipal Complex Comprehensive Sign Package – Amendment 2, which encompasses a 17.6-acre area within Goodyear Municipal Complex. The materials, color palette, and design theme detailed in the existing Goodyear Municipal Complex CSP will remain unchanged. However, the amendment proposed will allow for the placement of an exterior wall sign for Alice Cooper’s Solid Rock Teen Center at the main entrance to their building that exceeds the current wall signage standards within the current CSP.

A brief description of the proposed signage, including any deviations from the city’s sign regulations in Article 7 of the Goodyear Zoning Ordinance, is provided below:
 
1. Wall Signage Increase
The Goodyear Municipal Complex CSP Amendment 2 proposes to increase non-municipal tenant wall signage, allowing 1.75 square feet of sign copy per linear foot of building frontage. The building mounted wall signage request is a deviation from the maximum one (1) square feet of sign copy per linear foot of building frontage, as stated in the current CSP.
2. Increase CSP Boundary
The Goodyear Municipal Complex CSP Amendment 2 proposes to increase the CSP boundary to include the Goodyear Police Department Building to the south. This request will align the CSP bounds with that of the Goodyear Municipal Complex PAD, providing signage clarity and consistency to users within the same Public Facilities District.

Evaluation Criteria:

Per the city of Goodyear Zoning Ordinance, the city’s review and recommendation on a comprehensive sign package is to be guided by the following criteria:
 
1. Size and Height: The comprehensive sign package shall demonstrate that all proposed signage is no larger than necessary for sufficient visibility and legibility. Factors to be considered in determining allowed size and height may include, but are not limited to, topography, traffic volumes, traffic speeds, visibility ranges, copy size and impact on adjacent property.

The Goodyear Municipal Complex 2nd Amended CSP proposes to increase non-municipal tenant wall signage, allowing 1.75 square feet of sign copy per linear foot of building frontage to provide adequate tenant signage visibility along Van Buren Street. Van Buren Street is a major arterial where traffic speeds are higher, and a larger sign is more easily identifiable to a passerby. Staff find the proposed size increase of the intended wall signage appropriate and supportable.

2. Location and Orientation: Signs should be located and oriented to allow sufficient visibility and legibility for pedestrian and vehicle traffic. Factors that may be considered in reviewing the appropriateness of the sign location and orientation may include, but are not limited to, location relative to the surrounding streets and land uses, traffic volumes and access points, visibility angles and topographic features.

The Goodyear Municipal Complex 2nd Amended CSP sign setbacks, separations, and locations are intended to provide for maximum visibility while also promoting pedestrian and vehicular safety. Therefore, staff find the proposal appropriate and supportable.

3. Design, Colors and Materials: Signs proposed under the comprehensive sign package shall be harmonious with and enhance the architecture and theme of the specific development in which the signs are located. Compatibility with the specific development shall include the use of complementary colors, materials and architectural style.

The wall signage design, colors and materials for the single tenant user has been enhanced to utilize their corporate colors and branding design elements. The design, colors, and materials of all other users within the development have not been altered. Staff find the proposed Goodyear Municipal Complex 2nd Amended CSP intended design elements are considered appropriate and supportable.

4. Surrounding Land Uses: Signs shall not adversely impact adjacent land uses, especially adjacent residential land uses. The comprehensive sign package shall demonstrate the measures that will be taken to ensure the proposed signage will not adversely impact adjacent land uses in terms of lighting, size, location and orientation.

The subject property is a mixed-use area that includes commercial and multi-family development. The proposed signage and boundary addition of the CSP will not adversely impact these surrounding uses given their size, location and orientation should match the intensity of these surrounding developments and their associated signage. As such, staff find the intended signage will not adversely affect any adjacent land uses and is therefore appropriate and supportable.

Staff Findings:

The request for the second amendment to the Goodyear Municipal Complex Comprehensive Sign Package meets the evaluation criteria for a CSP as set forth in Article 7, Sign Regulations, of the Zoning Ordinance, subject to the recommended stipulations of approval.
