SUMMARY

Coreen Milietto, Applicant and President - PebbleCreek Tuesday Bingo, submitted an application for a new Class A Bingo License for the location at 3657 Clubhouse Drive, Goodyear, AZ 85395. The applicant is requesting that the city forward a recommendation for approval to the Arizona Department of Revenue (ADOR) for review and issuance of the license.

RECOMMENDATION

Recommend approval to Arizona Department of Revenue (ADOR) for a Class A bingo license, submitted by Coreen Milietto, President of PebbleCreek Tuesday Bingo, for bingo games held at 3657 Clubhouse Drive, Goodyear, AZ 85395. (Viviana Monge, Deputy City Clerk) 

FISCAL IMPACT

This applicant paid a five dollar ($5.00) fee to city of Goodyear per ADOR.

BACKGROUND AND PREVIOUS ACTIONS

The proposed location for the business is the community clubhouse, Eagle’s Nest, located at 3657 Clubhouse Drive, Goodyear, AZ 85395, within the PebbleCreek community. The PebbleCreek Tuesday Bingo organization has previously held a bingo license for PebbleCreek Tuesday Bingo.  However, that license has expired, which requires a new application to be submitted.

The applicant proposes to host bingo games on the third and fourth Tuesday of each month and, when applicable, the fifth Tuesday, beginning at 6:30 p.m. 

The City Clerk’s Office received the completed application on January 5, 2026. The application was routed to the Police Department and Development Services Department (Planning & Zoning, Code Compliance, and Building Safety) for review. Any comments received are listed below.

STAFF ANALYSIS

Arizona Revised Statutes 5-413 establishes the requirements for a Class A bingo license. Under state law, a Class A license may be issued for the conduct of bingo games when gross receipts do not exceed seventy-five thousand dollars ($75,000) per year. 

The statute allows any person to apply for a Class A license. In addition, the bingo manager, proceeds coordinator, supervisor, and assistant are not required to be members or new members of the Association. The reporting period for a Class A bingo license is one year and coincides with the term of the license.

Bingo licenses are issued for a one-year term under state requirements. To continue conducting bingo activities, the applicant must follow the state’s renewal or application process prior to license expiration. Staff recommends approval of the application (Attachment A) and forwarding it to the State for review and issuance of the Class A bingo license.
