SUMMARY
Arizona Revised Statutes §41-1279.07(E) requires that the City Council annually designate the Chief Fiscal Officer (CFO) for the purposes of filing the annual expenditure limit report (AELR). Resolution No. 2026-2502 (Attachment A) names Michael Shoemaker, Interim Finance Director, as the CFO designee for the AELR filing for fiscal year 2025. Previously adopted Resolution No. 2024-2380 and Resolution No. 2025-2468 designating Jared Askelson as CFO for the purpose of submitting the AELR for fiscal years 2025 and 2026, respectively, are to be repealed.

BACKGROUND AND PREVIOUS ACTIONS
Arizona Revised Statutes §41-1279.07(E) requires that the City Council annually designate the CFO for the purposes of filing the AELR.
Resolution No. 2024-2380 designated Jared Askelson as the city's CFO for the purpose of submitting the fiscal year 2025 AELR, was adopted on May 20, 2024.
Resolution No. 2025-2468 designated Jared Askelson as the city's CFO for the purpose of submitting the fiscal year 2026 AELR, was adopted on May 19, 2025.
Resolution No. 2024-2380 designated Jared Askelson as the city's CFO for the purpose of submitting the fiscal year 2025 AELR, was adopted on May 20, 2024.
Resolution No. 2025-2468 designated Jared Askelson as the city's CFO for the purpose of submitting the fiscal year 2026 AELR, was adopted on May 19, 2025.
STAFF ANALYSIS
