SUMMARY

Andrea Lewkowitz, Agent for Holiday Inn and Suites, has submitted an application for a Series 11 (Hotel/Motel) liquor license for the location at 1188 N. Dysart Road, Goodyear, AZ 85395. The applicant is requesting that the city forward a recommendation of approval to the Arizona Department of Liquor Licenses and Control (DLLC) for consideration and issuance of the license.

Recommend approval of Application No. 368620 to the Arizona Department of Liquor Licenses and Control (DLLC) for a Series 11 (Hotel/Motel) liquor license for Holiday Inn & Suites located at 1188 N. Dysart Road, Goodyear, AZ 85395. (Jasmine Pernicano, City Clerk) 

FISCAL IMPACT

This request is in compliance with the Goodyear Municipal User Fee Schedule, as the applicant submitted the required $635 administrative application fee. 

BACKGROUND AND PREVIOUS ACTIONS

The City Clerk's office received a Series 11 (Hotel/Motel) liquor license application on December 22, 2025, from the Arizona Department of Liquor Licenses and Control (DLLC) for Holiday Inn and Suites, represented by Agent Andrea Lewkowitz.
In accordance with A.R.S. §4-201(B), the public hearing notice was posted on December 30, 2025, at the establishment for the required 20-day period. This public posting allows individuals within a one-mile radius to submit written arguments for or against the issuance of the license. No public petitions or protests were received during the posting period. The application underwent internal review by the Police Department and Development Services Department, including Code Compliance, Building and Planning & Zoning, with no objections reported. The application is included as Attachment A - DLLC Local Governing Body Report. 

STAFF ANALYSIS

The requested Series 11 (Hotel/Motel) Liquor License is a non-transferable, on-sale retail privileges license restricted to hotel or motel operations. The license authorizes the sale and service of spirituous liquor solely for consumption on the premises of a hotel or motel with a restaurant where food is served, and which must derive at least forty percent (40%) of its gross revenue from food sales.

The license also allows the sale of spirituous liquor in sealed, individual-portion containers through in-room minibars to registered guests twenty-one (21) years of age or older, with access controlled by key or magnetic card devices that may not be furnished between the hours of 2:00 a.m. and 6:00 a.m. Any material change to ownership, management, or the licensed premises is subject to state review and approval.

State Law A.R.S. § 4-207, liquor licenses are prohibited within 300 feet of licensed childcare facilities or K-12 schools. The proposed location complies with this requirement. A One-Mile Report and Evaluation Map is provided as Attachment B, depicting existing liquor licenses and four K-12 schools located within the one-mile radius.

The Arizona DLLC requires key personnel involved in daily operations, including owners, agents, and managers, to complete state-approved liquor law training. The applicant has confirmed that the owner and manager have completed the required Title 4 Basic and Management Training. Operational procedures indicate that a manager will be on site at all times during liquor service, staff will monitor guest consumption, and valid identification will be required for any patron appearing to be under the legal drinking age.

Following City Council action, the Council’s recommendation will be forwarded to the Arizona DLCC for final consideration.
