SUBJECT: APPROVAL OF INTERGOVERNMENTAL AGREEMENT (IGA) WITH CITY OF TOLLESON FOR WASTEWATER COLLECTION SYSTEM WASTE

SUMMARY

Request approval of an Intergovernmental Agreement (IGA) with the City of Tolleson for disposal of wastewater collection system waste.

RECOMMENDATION

Approve the IGA with City of Tolleson for disposal of wastewater collection system waste and providing authorization and direction to the City Manager, or their designee, to take actions and execute documents necessary to carry out the intent of the agreement. FISCAL IMPACT

The cost of $75 per ton identified in the IGA will result in an estimated annual cost of up to $2,250 that will be covered and budgeted in the Wastewater Operating Fund.

BACKGROUND AND PREVIOUS ACTIONS

Waste collected during normal operations of our wastewater collection system has been disposed of at the Goodyear 157th Water Reclamation Facility (GWRF). The GWRF is undergoing a major construction project to increase facility capacity. During construction, the Water Services Department (Water Services) will be unable to accommodate vacuum truck dumping activities.

STAFF ANALYSIS

In anticipation of construction activities, Water Services staff sought an alternative, temporary waste disposal solution. Due to Tolleson’s location and available infrastructure, Water Services staff reached out to Tolleson staff to meet this temporary need.
 
Water Services staff negotiated an IGA (Attachment A) with Tolleson that will provide a temporary solution for disposing of wastewater collection system waste during construction at the GWRF. The fees proposed by Tolleson were acceptable, and Water Services will be able to accommodate the costs within its operating budget.
