SUBJECT: RESOLUTION APPROVING THE CITY OF GOODYEAR TITLE VI IMPLEMENTATION PLAN UPDATE

SUMMARY

As a subrecipient of Federal Transit Administration (FTA) funds through the city of Phoenix and Valley Metro, the city of Goodyear must comply with the requirements of Title VI of the Civil Rights Act of 1964. Every three years, the city is required to update our Title VI Plan. None of the updates have an adverse impact on the city of Goodyear.

ADOPT RESOLUTION NO. 2026-2510 APPROVING AND ADOPTING THE CITY OF GOODYEAR TITLE VI IMPLEMENTATION PLAN DATED JANUARY 2025. (Christine McMurdy, Project Management Coordinator)

BACKGROUND AND PREVIOUS ACTIONS

The last update to the city of Goodyear Title VI Plan was approved through Resolution No. 2022-2254 at the July 11, 2022 Regular Meeting.

Section 601 of Title VI of the Civil Rights Act of 1964 states that "No person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance." 

The city of Phoenix is the designated recipient of federal transit funds for the region. The city of Goodyear receives these funds as a pass-through from the city of Phoenix to provide transit service and maintain the Goodyear Park and Ride. As a sub-recipient of these funds, the city is required to submit a Title VI program for transit services to the City of Phoenix every three years.

The update to the 2025 Title VI Plan is the inclusion of the WeRide local microtransit service. WeRide offers more flexible, on-demand transportation within a designated 17-square mile zone in Goodyear, allowing passengers to book trips via smartphone app or through a call center, and be picked up at virtual stops within a 10-minute walk from their location. This service enhancement improves accessibility for all residents within this service area, including those in protected classes under Title VI. 

STAFF ANALYSIS

The City of Goodyear is a sub-recipient of FTA funding for public transportation programs. All sub-recipients of FTA funds must develop, update and submit a Title VI Plan to the City of Phoenix Public Transit Department, which is the primary recipient of FTA grant funding, every three years for approval. The City of Phoenix Public Transit Department approved the City of Goodyear 2025 Title VI document in December 2025.  

Ensuring fair and equitable access to transit services is a fundamental priority for Goodyear. The Title VI Plan update provides guidelines to ensure transit services are planned, developed and implemented in a non-discriminatory manner.

Staff recommends adopting Resolution No. 2026-2510, included as Attachment A.
