SUMMARY
The Goodyear Arts and Culture Commission will present the recommended Fiscal Year (FY) 2027 Annual Public Art Plan for Council consideration and approval.

RECOMMENDATION
Approve the FY2027 Annual Public Art Plan as recommended by the Goodyear Arts and Culture Commission. (Layne Ruiz, Arts and Culture Coordinator)
FISCAL IMPACT
The Parks and Recreation Department has submitted project requests for consideration within the annual citywide budget process. Current public art projects were funded and approved within the city’s annual budget process. Funding for recommended projects will be considered by Council in the immediate fiscal year during the annual budget process.
BACKGROUND AND PREVIOUS ACTIONS
The Parks and Recreation Department's Arts and Culture Division was established in 2006 by the Council to create a distinct sense of place and cultural destination by integrating art into public spaces. The Arts & Culture Division continues to expand arts opportunities to provide a platform to express artistic excellence.
Goodyear City Code Article 3-9 (Public and Performing Arts Program) identifies the arts as a process to beautify public space, promote economic development, and strengthen “sense of community." Additionally, the City Code provides that up to 1% of costs, for eligible capital improvement program (CIP) projects, may be allocated and appropriated for arts projects in accordance with the city’s annual budget process. Artwork commissioned through the city's program is intended to be accessible to the public and experienced on a daily basis.
City Code charges the Goodyear Arts & Culture Commission with making recommendations to Council for each immediate fiscal year and project expenditures for the next five fiscal years.

STAFF ANALYSIS
The Annual Public Art Plan emphasizes the use of local resources for city projects, engages the community in the public art process, and encourages local artists to become involved in all aspects of the arts in Goodyear. The Arts and Culture Commission understands the importance of the arts and will continue to recommend projects and programs that meet Council priorities to provide a safe and vibrant community and catalyze the city’s economic vitality.
The FY2027 Annual Public Art Plan, Attachment A, meets these key elements:
Recommended Public Art Projects
The Arts and Culture Commission’s goal for the five-year plan is to include artwork in high-traffic outdoor public spaces. This artwork will define the identity of the community and those who call it home. The Arts and Culture Commission recommends the following projects, to be considered in the respective fiscal year, during the annual budget process. Council may amend this plan, as they deem appropriate.
Furthermore, the Arts and Culture Commission is moving toward consideration of the following projects to meet the goals of engaging local artists, maintaining assets, and installing permanent public artworks that encourage visits to destinations throughout the city.
The Arts and Culture Commission continues to identify innovative arts programming that positions Goodyear to be the hub for the arts in the West Valley.
The FY2027 Annual Public Art Plan, Attachment A, meets these key elements:
- Advance Goodyear public art and provide quality art experiences in the city
- Develop projects that engage the community
- Integrate art into the architecture of municipal structures visited by the public
- Identify areas of the city that do not have permanent public artwork installed
- Explore temporary accessible and affordable temporary installations
