SUMMARY
Council consideration and authorization for the Goodyear Police Department to submit an application for the Department of Homeland Security (DHS) Phoenix Urban Area Security Initiative (UASI) Grant program to purchase night vision devices.

RECOMMENDATION
ADOPT RESOLUTION NO. 2026-2514 AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE FY2026 PHOENIX URBAN AREA SECURITY GRANT FUNDS FOR $391,000, FOR THE GOODYEAR POLICE DEPARTMENT, TO PURCHASE NIGHT VISION DEVICES, AUTHORIZING THE CITY MANAGER, OR THEIR DESIGNEE, TO EXECUTE ALL DOCUMENTS RELATING TO THE GRANT APPLICATION AND GRANT AWARD, AND AUTHORIZING A BUDGET TRANSFER TO ALLOW FOR EXPENDITURE OF THE GRANT (IF GRANT FUNDS ARE AWARDED). FISCAL IMPACT
The Goodyear Police Department is requesting funding of $391,000.00 from the DHS Phoenix UASI Grant, and its grant application is included as Attachment B. There are no matching fund requirements with this grant.
BACKGROUND AND PREVIOUS ACTIONS
The UASI program is part of the DHS Grant Program and aims to assist high-threat, high-density urban areas in building, sustaining, and improving their capabilities to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. The UASI program focuses on addressing identified security gaps, increasing inter-agency coordination, and strengthening critical infrastructure protection.
Goodyear is geographically located in an area that has been directly impacted by the ongoing border crisis due to its close proximity to major smuggling and trafficking corridors into the United States from Mexico. These activities often occur under the cover of darkness and in remote terrain, creating significant public safety and homeland security challenges. Due to Goodyear's geographic location, the Goodyear Police Department's Special Assignments Unit (SAU) is frequently called upon to support high-risk tactical operations involving armed suspects, narcotics interdiction, and organized crime.

STAFF ANALYSIS
The Goodyear Police Department was notified by the UASI program manager that additional FY2025 funding was available. Departments that are interested in requesting additional funding are to use the FY2026 application process, with specific instructions to include FY2025 in the Project Title. The Goodyear Police Department identified that SAU's ability to operate safely and effectively at night is currently limited by insufficient night vision capability, increasing the risk to officers and the community. As a result, the Goodyear Police Department is submitting for additional FY2025 UASI grant funding to purchase night vision devices. This would provide SAU with the capability to operate more efficiently and effectively, particularly in nighttime operations.
Staff recommends adopting Resolution No. 2026-2514 included as Attachment A, approving the submission of the grant application (Attachment B).
