Council consideration and authorization for the Goodyear Police Department to apply for three FY2026 DHS Phoenix UASI Grants.

RECOMMENDATION
ADOPT RESOLUTION NO. 2026-2516 AUTHORIZING THE SUBMISSION OF THREE APPLICATIONS FOR FY2026 PHOENIX URBAN AREA SECURITY INITIATIVE (UASI) GRANT PROGRAM FUNDS, FOR THE GOODYEAR POLICE DEPARTMENT, TO THE DEPARTMENT OF HOMELAND SECURITY, AUTHORIZING THE CITY MANAGER, OR THEIR DESIGNEE, TO EXECUTE ALL DOCUMENTS RELATING TO SAID APPLICATIONS, TO EXECUTE THE GRANT AGREEMENTS AND APPROVE THE REQUIRED BUDGET TRANSFERS (IF GRANT FUNDS ARE AWARDED) . FISCAL IMPACT
GYPD is requesting funding of $181,020 from the DHS Phoenix Urban Area Security Initiative grant. There are no matching fund requirements with the grants or other impacts to the FY26 Police Department base budget.
BACKGROUND AND PREVIOUS ACTIONS
The UASI program is part of the Homeland Security Grant Program and aims to assist high-threat, high-density urban areas in building, sustaining, and improving their capabilities to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. The Goodyear Police Department has used the UASI grants to assist with building their resources for both the Special Assignment Unit (SAU) and the Threat Liaison Officer (TLO) programs.
The program focuses on addressing identified security gaps, increasing inter-agency coordination, and strengthening critical infrastructure protection. The city of Goodyear is geographically located in an area that has been directly impacted by the ongoing border crisis due to its proximity to major smuggling and trafficking corridors into the United States from Mexico. The city is also located next to Luke Air Force Base, the Phoenix Goodyear Airport and in proximity to Phoenix Raceway. Because of this, the Special Assignments Unit and TLO support other agencies as needed for critical events and incidents.
In calendar year 2025, SAU saw a substantial increase in mission/operations, conducting over 110 total operations, including search warrants, apprehensions, covert rescue and support human-trafficking details, dignitary protection, and multi-agency collaborations, while maintaining biweekly training.

STAFF ANALYSIS
These grants will support the Chief's five-year strategic plan that includes an expansion of the TLO program and implementation of a full-time SWAT. The grants will supplement the proposed fiscal year 2027 budget through the funding of SAU portable ballistic shields, hydraulic breaching kits for specialized use in high-risk entries and active threat scenarios.
Both SAU and TLO are requesting funding for additional training to ensure that the officers are using the most current and effective operational tactics. The attendance at the Homeland Security Conference allows the TLO to network with other government agencies and evaluate new technologies that assist with the mission of threat identification and notification.
Staff recommends adopting Resolution No. 2026-2516 (Attachment A) approving the three applications (Attachment B, Attachment C, and Attachment D) for the grants. By doing so, the city will continue to ensure the safety of the officers and Goodyear community residents through assistance with enhancing interoperability and closing operational gaps.
