SUMMARY
Melissa Stansell, Agent for Buc-ee's Goodyear LLC, has submitted an application for a Series 10 (Beer and Wine Store) liquor license for the location at 1001 N. Bullard Ave., Goodyear, AZ 85338. The applicant is requesting that the city forward a recommendation of approval to the Arizona Department of Liquor Licenses and Control (DLLC) for consideration and issuance of the license.

RECOMMENDATION
Recommend approval of Application No. 382604 to the Arizona DLLC for a Series 10 (Beer and Wine Store) liquor license for Buc-ee's Goodyear LLC located at 1001 N. Bullard Ave., Goodyear, AZ 85338. (Jasmine Pernicano, City Clerk)
FISCAL IMPACT
In compliance with the Goodyear Municipal User Fee Schedule, the applicant submitted the required $635 administrative application fee.
BACKGROUND AND PREVIOUS ACTIONS
The City Clerk's office received a new Series 10 (Beer and Wine Store) liquor license application on March 20, 2026, from the Arizona DLLC for Buc-ee's Goodyear LLC, represented by Agent Melissa Stansell.
In accordance with A.R.S. §4-201(B), the public hearing notice was posted on April 1, 2026 at the establishment for the required 20-day period. This public posting allows individuals within a one-mile radius to submit written arguments for or against the issuance of the license. No public petitions or protests were received during the posting period. The application underwent internal review by the Police Department and Development Services Department, including Code Compliance and Planning & Zoning, with no objections reported. The application is included as Attachment A - DLLC Local Governing Body Report.

STAFF ANALYSIS
The requested Series 10 license authorizes the retail sale of beer and wine in original, sealed containers for off-premises consumption only. It does not permit on-site consumption of alcohol and does not require a minimum percentage of food sales. The license is non-transferable.
State regulations (A.R.S. §4-207) prohibit the issuance of liquor licenses within 300 feet of licensed childcare facilities or K–12 schools; the proposed location complies with these requirements. For context, a One-Mile Report and Evaluation Map is provided as Attachment B, showing existing liquor licenses and three K–12 schools within one-mile.
The Arizona DLLC requires key personnel (owners, agents, and managers involved in daily operations) to complete state-approved Title 4 Basic and Management Training. The applicant has confirmed that both the owner and manager have completed these trainings. Operationally, a manager will be on-site at all times, and valid identification will be required for anyone appearing under the legal drinking age.
