SUBJECT: APPROVAL OF A THIRD AMENDMENT TO THE INTERGOVERNMENTAL AGREEMENT (IGA) WITH MARICOPA COUNTY FOR A WORKFORCE DEVELOPMENT COORDINATOR

SUMMARY

Amendment No. 3 renews the IGA with the Maricopa County Human Services Department for an additional one-year term to continue integrating the County’s workforce development system into the city’s community services network. The renewal supports ongoing workforce development programming, including employer engagement, jobseeker services, workshops, youth outreach, and Workforce Innovation and Opportunity Act (WIOA) activities for adults and youth.

RECOMMENDATION

Approve the third amendment to the Intergovernmental Agreement (IGA) with Maricopa County, administered by its Human Services Department and the City of Goodyear, and provide authorization and direction to the Mayor, or their designee, to take actions and execute the documents necessary to carry out the intent of the IGA. FISCAL IMPACT

The city’s cost-share contributions totaled $50,795 in fiscal year (FY) 2024 (11 months), $55,982 in FY2025, and $53,562 in FY2026. Under Amendment No. 3, the cty’s contribution for the period of July 1, 2026, through June 30, 2027, will be $58,005, which has been incorporated into the FY27 budget as a one-time base expenditure. Maricopa County will continue to provide equipment, materials, and workspace to support the Workforce Development Coordinator position.

BACKGROUND AND PREVIOUS ACTIONS

At the May 15, 2023 Work Session, Council reached consensus to partner with Maricopa County to establish a Workforce Development Center at the County’s new Goodyear location. The partnership improves accessibility to workforce services while supporting the goals of the Community and Neighborhood Services Master Plan and the city’s workforce recovery initiatives. Council subsequently approved an IGA, with Maricopa County with an initial term of August 1, 2023 to June 30, 2025 with the option for two additional one-year terms. Amendment No. 3 represents the second and final annual renewal under the IGA.

STAFF ANALYSIS

The proposed amendment, Attachment A, extends the terms of the IGA for an additional year, through June 30, 2027, adjusts the City's cost sharing obligation, and includes additional regulatory requirements. Its adoption by City Council will continue the City's partnership with Maricopa County to provide workforce development services at the County’s Goodyear location through June 30, 2027. The agreement supports the City Council Strategic Plan by expanding access to workforce development services, strengthening economic resiliency, and enhancing community well-being. The partnership also aligns with the Community and Neighborhood Services Master Plan by improving access to employment resources and career pathway opportunities for Goodyear residents.

Since implementation, the program has expanded access to employment resources, strengthened connections between employers and job seekers, and supported the city’s broader workforce and economic development goals. Program outcomes demonstrate continued community impact and increased utilization of services. During the last fiscal year, the city and County expanded job fair offerings from quarterly to every other month, resulting in six events that connected more than 1,000 participants with employers and generated over 500 on-site or scheduled interviews. The partnership also supported the city’s first Apprenticeship Fair, which generated more than 800 pre-registrations and attracted approximately 460 attendees.

In addition to hiring events, the Workforce Development Coordinator has provided workshops, youth outreach, and support for community resource fairs, increasing awareness of career pathways and workforce services throughout Goodyear. Following the renewal of the IGA, Maricopa County will continue providing equipment, materials, and workspace necessary to support the Workforce Development Coordinator position and related program operations. The continued partnership provides a coordinated approach to workforce development by leveraging County resources and expertise while expanding local access to employment and training opportunities for residents and businesses. The amendment is consistent with prior Council direction and supports ongoing workforce development and economic vitality efforts within the community.
