| SUBJECT: | APPROVAL OF INTERGOVERNMENTAL AGREEMENT (IGA) WITH THE CITY OF AVONDALE FOR SENIOR SERVICES FOR GOODYEAR RESIDENTS |

SUMMARY
The proposed IGA provides for Avondale's continued provision of senior services for Goodyear residents, including congregate meals, home delivered meals, transportation, and senior programming.

RECOMMENDATION
Approve the IGA with the city of Avondale for senior services and provide authorization and direction to the Mayor, or their designee, to take actions and execute the documents necessary to carry out the intent of the IGA. (Guylene Ozlanski, Parks & Recreation Deputy Director)
FISCAL IMPACT
The proposed IGA for senior services with the city of Avondale is $189,000 for FY27. The agreement includes an annual increase of 3% over the preceding year’s amount for each subsequent year of the five-year term. Funding for FY27 has been requested through the annual budget process.
BACKGROUND AND PREVIOUS ACTIONS
The city of Goodyear has maintained a long-standing partnership with the City of Avondale to provide senior services for Goodyear residents. The senior services provided include congregate meals, home delivered meals, transportation, and senior programming. Under the previous IGA, Goodyear contributed funding toward senior services and human services, with Avondale serving as the regional provider for these offerings.
On March 9, 2026, after Avondale staff informed Goodyear staff of the fees Avondale would charge for continuing to provide senior services for Goodyear residents, Goodyear staff presented an overview of senior services to the City Council during a work session. During the work session, staff presented service utilization trends, community needs, and the long-term considerations associated with Goodyear’s growing senior population. During that discussion, Council expressed support for maintaining senior services through an established regional partnership model while also expressing interest in evaluating the feasibility of Goodyear providing senior services to its residents in the future. Council directed the Parks and Recreation Department to begin exploring options for bringing senior services delivery back to Goodyear.

STAFF ANALYSIS
Demand for senior services will continue to increase due to Goodyear’s growing senior population and anticipated program participation. Maintaining the partnership with the city of Avondale provides uninterrupted senior services for Goodyear residents, including meals, transportation, and programming, while avoiding the immediate cost and logistical challenges associated with establishing a separate service delivery model. In addition, continuing this regional partnership provides the city with flexibility as Goodyear evaluates future senior service delivery options and explores opportunities to enhance services locally.
The term of the IGA, is included as Attachment A, is from July 1, 2026, through June 30, 2031. The annual cost of the senior services for the first year is $189,000, with an annual increase of 3% of the preceding year’s amount. The costs reflect the city of Avondale’s cost structure built from current service needs, utilization trends, and program costs. The IGA can be terminated by either party, with or without cause, upon 30 days' written notice. The five-year agreement, paired with the 30-day termination clause, provides both stability and flexibility for Goodyear as long-term senior service strategies continue to be assessed.
