SUMMARY
The Project Agreement defines the responsibilities of the city and MAG for the design, acquisition of right of way, construction and financing of the Project, as established in the Arterial Life Cycle Program (ALCP). This agreement establishes regional reimbursement in Fiscal Year (FY) 2031-2035 for total reimbursement of approximately $30,799,645 utilizing Proposition 479 funding, associated with CIP project #42026: Estrella Parkway: Vineyard to MC-85.

RECOMMENDATION
Approve the Arterial Life Cycle Project Agreement, Estrella Parkway: MC 85 to Vineyard Avenue, Project Agreement No. 1-GDY-26-RTP-001, with Maricopa Association of Governments and providing authorization and direction to the City Manager, or their designee, to take actions and execute documents necessary to carry out the intent of the agreement. FISCAL IMPACT
Under the terms of the Project Agreement No.1-GDY-26-RTP-001, the city remains responsible for all project costs for CIP #42026 (current total estimate of $111,412,100). Under this agreement, MAG will reimburse the city up to $30,799,645, representing the regional share associated with the Estrella Bridge improvements. The reimbursement is programmed by MAG across FY31–FY35 per Recital G and subject to established Arterial Lifecycle Program policies. The project is fully funded in the city’s CIP and will proceed independent of reimbursement timing.
BACKGROUND AND PREVIOUS ACTIONS
At the September 26, 2022 Regular meeting, Council authorized the expenditure of funds for the Estrella Bridge project in an amount not to exceed $3,700,000.
At the February 27, 2023 Regular meeting, Council authorized the expenditure of design funds for Construction Manager At Risk (CMAR) Pre-construction services on the Estrella Parkway and Bridge project not to exceed $562,600.
At the September 18, 2023 Work Session, staff evaluated the original scope and recent recommendations from the Transportation Master Plan (TMP) Consultant and recommended solutions for both Camelback Road Widening and Estrella Parkway/Bridge Widening projects. Council provided feedback on the proposed recommendations.
At the February 12, 2024 Regular meeting, Council authorized the expenditure of design funds up to $5,500,000 for Capital Improvement Program (CIP) Project #42026 – Estrella Parkway – Vineyard Avenue to MC85 (Estrella Bridge).
At the May 19, 2025 Regular meeting, Council adopted Resolution No. 2025-2465 authorizing the acquisition of real and personal property interests needed for the Estrella Parkway Vineyard Avenue to MC85 Improvements Project.
At the June 9, 2025 Special meeting, Council adopted Resolution No. 2025-2475, which authorized the expenditure of funds up to $111,412,100 for design and construction of Estrella Parkway Vineyard Avenue to MC85 Improvement Project (CIP #42026).

STAFF ANALYSIS
MAG is the regional planning agency for Maricopa County, and governed by a regional council, which includes the Mayor or Chief Executive of each member agency (“Regional Council”). Pursuant to state law, MAG has developed, and the necessary parties have approved, a twenty-five year comprehensive, performance based, multimodal and coordinated Regional Transportation Plan (“RTP”) and Regional Strategic Transportation Infrastructure Investment Plan (“RSTIIP”) in the county. The arterial street component of the RSTIIP includes major arterial streets (“Arterial Street Improvements”) with a revenue allocation. In November 2024, the voters of Maricopa County approved the continuation of a transaction excise tax for the purpose of implementing the RSTIIP. MAG is required by state law to adopt a program that provides for life cycle management for the funding and programming of the Arterial Street Improvements (“Arterial Life Cycle Program”).
The FY2026 ALCP includes an arterial capacity improvement project on Estrella Parkway from Maricopa County (MC) 85 to Vineyard Avenue (“Project”). The regional share in this Agreement, which is the funding from MAG referenced in the Project Agreement, and the Project Narrative are subject to change in the annually adjusted ALCP. The Project will be designed and constructed in accordance with the standards adopted by the city.
