RECOMMENDATION
Adopt Resolution No. 2026-2534 Authorizing the acquisition of Real and Personal property interests needed for CIP #30014 - Fire Station 187 (Mobile) Remodel Improvements Project. (Colton Blyle, Real Estate Specialist)
FISCAL IMPACT
CIP #30014 - Fire Station 187 (Mobile) Remodel Improvements Project is included in the fiscal year (FY) 2027 budget.
BACKGROUND AND PREVIOUS ACTIONS
On July 1, 2009, the city of Goodyear entered into a Lease Agreement with Amaranth Land, LLC, a Delaware limited liability company, for approximately 1.25 acres of land located at 42960 S. 99th Avenue, Goodyear, Arizona, to operate within four (4) city-owned temporary modular buildings to accommodate administrative, office, and other governmental functions associated with the city’s police, fire, and rescue operations.
At the June 10, 2024 Special Meeting, Council approved CIP #30014 - Fire Station 187 (Mobile) Remodel Improvements Project for design services in the amount of $350,000 in the adoption of Resolution No. 2024-2381 for the FY2024-2025 final estimates of proposed revenues and expenditures for the city of Goodyear for FY2025 beginning July 1, 2024, and ending June 30, 2025.
At the June 9, 2025 Special Meeting, Council approved CIP #30014 - Fire Station 187 (Mobile) Remodel Improvements Project for design services in the amount of $350,000 in the adoption of Resolution No. 2025-2475 for the FY2025-2026 final estimates of proposed revenues and expenditures for the city of Goodyear for FY2026 beginning July 1, 2025, and ending June 30, 2026.
At the June 8, 2026 Special Meeting, Council approved CIP #30014 - Fire Station 187 (Mobile) Remodel Improvements Project, with a total budget of $5,261,600. This amount included $178,800 allocated for land acquisitions in the adoption of Resolution No. 2026-2522 for the FY2026-2027 final estimates of proposed revenues and expenditures for the city of Goodyear for FY2027 beginning July 1, 2026, and ending June 30, 2027 and adopting expenditures for administrative award for FY2027.

At the June 9, 2025 Special Meeting, Council approved CIP #30014 - Fire Station 187 (Mobile) Remodel Improvements Project for design services in the amount of $350,000 in the adoption of Resolution No. 2025-2475 for the FY2025-2026 final estimates of proposed revenues and expenditures for the city of Goodyear for FY2026 beginning July 1, 2025, and ending June 30, 2026.

STAFF ANALYSIS
The city’s existing Fire Station 187, located at 42960 S 99th Avenue, Goodyear, AZ 85239, currently operates from four (4) city-owned temporary modular buildings located on leased property owned by ARCUS Private Capital Solutions, LLC, an Arizona limited liability company. The modular buildings are also used for administrative, office, and other governmental functions associated with the provision of police, fire, rescue and street maintenance operations. The use of the modular buildings for fire services was intended to be temporary with the modular facilities serving as an interim fire station pending construction of a permanent facility.
Council approved CIP #30014 - Fire Station 187 (Mobile) Remodel Improvements Project to construct a permanent fire station to include a fully enclosed apparatus bay with associated decontamination and support spaces, training room, and living areas for fire department personnel.
The completion of the Fire Station 187 (Mobile) Remodel Improvements Project will require the city to acquire fee ownership of the real property upon which the new Fire Station 187 will be constructed and upon which the city-owned modular buildings are currently located. The Fire Station 187 (Mobile) Remodel Improvements Project impacts two (2) parcels currently identified as APNs 300-26-022G and 300-26-022C.
The real property needed for the Fire Station 187 (Mobile) Remodel Improvements Project and a depiction of the property is attached as Attachment B, and a depiction of the acquisition area is Attachment C.
Project construction cannot commence until all the necessary real and personal property interests are acquired.
Council's adoption of Resolution No. 2026-2534, included as Attachment A, authorizes and directs city staff to acquire, by dedication, donation, purchase, or the exercise of the power of eminent domain, the real and personal property interests needed for the completion of the project from the owners of the properties identified on Attachments B and C.
