SUMMARY

Andrea Lewkowitz, Agent for Rock N Roll Sushi, has submitted an application for a Series 12 (Restaurant) liquor license for the Rock N Roll Sushi located at 15611 W. McDowell Road, Suite 110, Goodyear, AZ 85395. The applicant is requesting that the Council forward a recommendation of approval to the Arizona Department of Liquor Licenses and Control (DLLC) for consideration and issuance of the license.

FISCAL IMPACT

In compliance with the Goodyear Municipal User Fee Schedule, the applicant submitted the required $635 administrative application fee.

BACKGROUND AND PREVIOUS ACTIONS

The City Clerk's office received a Series 12 (Restaurant) liquor license application on July 6, 2026, from the Arizona DLLC for Rock N Roll Sushi, represented by Agent Andrea Lewkowitz.

The establishment is currently operating under an interim permit issued by the Arizona DLLC under Application No. 404257. Pursuant to A.R.S. § 4-203.01, an interim permit is a provisional authorization that allows the sale of spirituous liquor while a liquor license application is pending. To qualify, the interim permit must be associated with an existing license of the same series at the same location and is valid for a maximum of 105 days.

In accordance with A.R.S. §4-201(B), the public hearing notice was posted at the establishment on July 14, 2026, for the required 20-day period. This public posting allows individuals within a one-mile radius to submit written arguments for or against the issuance of the license. No public petitions or protests were received during the posting period.  The application underwent internal review by the Goodyear Police Department and the Development Services Department, including Code Compliance, Building and Planning & Zoning, with no objections reported. The application is included as Attachment A - Arizona DLLC Local Governing Body Report.

STAFF ANALYSIS

The requested Series 12 (Restaurant) License is a non-transferable license issued to establishments that operate primarily as restaurants. The license authorizes the sale of all types of spirituous liquor for consumption on the premises, provided that at least 40% of the establishment's gross revenue is derived from the sale of food.

State regulations (A.R.S. §4-207) prohibit liquor licenses within 300 feet of licensed childcare facilities or K-12 schools; the proposed location complies with this requirement. A One-Mile Report and Evaluation Map is included as Attachment B, showing existing liquor licenses and one K-12 school within that radius.

Arizona DLLC requires key personnel (owners, agents, managers involved in daily operations) to complete state-approved management training. The applicant confirms the owner and manager have completed the Title 4 Basic & Management training. Operationally, a manager will be onsite at all times, staff will monitor guest consumption, and a valid ID will be required from anyone appearing to be under the legal drinking age.

The Council's recommendation will be forwarded to the Arizona DLLC for consideration.
