SUMMARY
Deborah Huyer, agent/owner of Lakeside Grill Estrella, has submitted an application for a Permanent Extension of Premises/Patio Permit to add the existing pool area to the licensed premises at 17665 W. Elliot Road, Goodyear, Arizona 85338.
The applicant is requesting that the Council recommend approval of the application and forward its recommendation to the Arizona Department of Liquor Licenses and Control (DLLC) for consideration and issuance of the permit.

Recommend approval of a Permanent Extension of Premises/Patio Permit application to the Arizona Department of Liquor Licenses and Control for Lakeside Grill Estrella, liquor license No. 012070002030, located at 17665 W. Elliot Road, Goodyear, Arizona 85338. (Jasmine Pernicano, City Clerk)
FISCAL IMPACT
Per the Goodyear Municipal User Fee Schedule, a liquor license fee is only charged for new liquor licenses and annual renewals. An extension of premise/patio permit application pertains to current liquor licenses; therefore, no fee is charged. This business will continue to contribute to the tax base of the community.
BACKGROUND AND PREVIOUS ACTIONS
The Arizona DLLC issued Series 12 (Restaurant) Liquor License No. 012070002030 to Lakeside Grill Estrella in July 2018.
The City Clerk’s Office received the application from the agent on July 14, 2026. The applicant is requesting to add the existing pool area to the premises covered by the liquor license.
The application was reviewed by the Goodyear Police Department and the Development Services Department, including Code Compliance, Building Safety, and Planning and Zoning, with no concerns.
The application is included as Attachment A – Arizona DLLC Permanent Extension of Premises/Patio Permit.

STAFF ANALYSIS
A liquor licensee must submit an application when requesting to change the physical boundaries or arrangement of the licensed premises from the diagram on file with the Arizona DLLC.
An application for a permanent extension of premises must be presented to the local governing body for a recommendation before it is submitted to the Arizona DLLC. The City Council’s recommendation is advisory and is not binding on the Arizona DLLC, which makes the final determination. Arizona DLLC advises applicants to allow approximately 30–45 days to process a permanent change of premises.
State regulations (A.R.S. §4-207) prohibit liquor licenses within 300 feet of licensed childcare facilities or K-12 schools; the proposed location complies with this requirement. A One-Mile Report and Evaluation Map is included as Attachment B, for informational purposes.
Arizona DLLC requires key personnel (owners, agents, managers involved in daily operations) to complete state-approved management training. The applicant confirms the owner and manager have completed the Title 4 Basic & Management training. Operationally, a manager will be onsite at all times, staff will monitor guest consumption, and a valid ID will be required from anyone appearing to be under the legal drinking age.
Based on the department's review and the information provided by the applicant, staff recommends approval of the permanent extension of premises to include the pool occupancy within the existing patio area for this private residential community. The proposed extension will not increase the existing occupant load, and the existing pool enclosure will provide appropriate containment to help maintain resident safety within the pool area.
