SUBJECT: APPROVAL OF INTERGOVERNMENTAL AGREEMENTS (IGA) WITH CITY OF AVONDALE WEST VALLEY SEX TRAFFICKING TASK FORCE

SUMMARY

The IGA with City of Avondale allows the city of Goodyear Police Department to participate in the West Valley Sex Trafficking Task Force.

RECOMMENDATION

Approve the IGA with the City of Avondale's West Valley Sex Trafficking Task Force and provide authorization and direction to the City Manager and or their designee, to execute documents necessary to carry out the intent of the agreement. (Brian Issitt, Chief of Police)

FISCAL IMPACT

The Police Department's current FY2027 base budget covers the Special Victims Unit detective positions that would participate in the Sex Trafficking Task Force.

BACKGROUND AND PREVIOUS ACTIONS

The City of Avondale, through the Southwest Valley Family Advocacy Center, applied for the Arizona Department of Emergency and Military Affairs (DEMA) grant in 2023. The grant was awarded to provide funding for programs, equipment and/or activities that reduce human trafficking.  Avondale has formed the West Valley Human Trafficking Task Force and is asking the City of Goodyear, City of Buckeye, and Maricopa County to participate. The city of Goodyear has participated in this task force since 2023 and is requesting to continue to participate, with the goal of reducing human trafficking in the west valley.  

STAFF ANALYSIS

Staff recommends approving the IGA with City of Avondale (Attachment A) as participation in the West Valley Human Trafficking Task Force allows for a cooperative effort to investigate criminal offenses concerning human trafficking of adults and minors.

The City of Goodyear Police Department may request reimbursement for overtime and travel for case follow-up costs directly related to work performed by the Goodyear Police Department detectives participating in the Sex Trafficking Task Force. Costs may also be requested for the task force detectives to attend training and travel for one (1) conference related to professional development.
