SUBJECT: APPROVAL OF INTERGOVERNMENTAL AGREEMENT TO PARTICIPATE IN THE WEST VALLEY MOBILE FIELD FORCE TEAM

SUMMARY:

The City of Goodyear's Police Department is requesting approval of the intergovernmental agreement to participate in the West Valley Mobile Field Force Team.

By participating in the West Valley Mobile Field Force Team (MFFRT), the Goodyear Police Department will have access to a pool of specialized officers available, upon request, to assist in responding to volatile situations, incidents of civil disturbance involving large crowds. 

Recommendation:

Approve the Intergovernmental Agreement for the City of Goodyear's Police Department to participate in the West Valley Mobile Field Force Team.  (Santiago Rodriguez, Chief of Police)

FISCAL IMPACT:

Each Party will be responsible for any and all associated costs accrued in implementing the Agreement that are incurred by their own agencies, such as employee salary, shift differential pay, overtime compensation, benefits, vehicles, equipment, etc. Participation in the West Valley Mobile Field Force Team is funded in the Police Department General Fund base budget.

BACKGROUND AND PREVIOUS ACTIONS:

Occasionally, volatile situations and civil unrest may occur at events involving large crowds.  The West Valley Chiefs, in a proactive effort, have identified the need for a Mobile Field Force Response Team.

While Goodyear did not experience the level of unrest that occurred in other Metropolitan areas, participating in this agreement will allow Goodyear to engage other agencies to quickly deploy a properly equipped and effective work force to manage situations with the goal of preventing escalation.  In order to prepare for the West Valley MFFRT and large crowd gatherings in the city, the department has received training and is obtaining equipment for twenty of the department's officers through the Department of Justice Assistance Grant program.

STAFF ANALYSIS

The primary goal of the team is to create a pool of specialized officers, available upon request, to assist in responding to volatile situations, incidents of civil disturbance involving large crowds in the west valley.  Per the IGA, Goodyear will appoint a MFFRT Leader as well as an alternate holding the rank of Lieutenant or higher and four sworn officers to be members.  The Goodyear MFFRT Leader will be responsible for all training, coordination, and deployment of Goodyear members and coordination with other agencies.  The Goodyear Police Department will have jurisdiction over the incident or investigation that occur within the City of Goodyear and will remain as the lead agency for the duration of the MFFRT deployment with support from other agencies.
