SUBJECT: CAMELBACK ROAD & SARIVAL AVENUE INTERSECTION IMPROVEMENTS

SUMMARY

Request Council approve a budgeted expenditure of $664,100 for traffic signal equipment, construction of left turn lanes, and award of a construction contract for intersection improvements at Camelback Road & Sarival Avenue.

Recommendation

FISCAL IMPACT

The construction cost of the intersection improvements at Camelback Road & Sarival Avenue are budgeted in the FY2022 Capital Improvement Program under Project 42007 with an approved budget of $700,400. 

BACKGROUND AND PREVIOUS ACTIONS

On June 22nd, 2020, City Council approved the Intergovernmental Agreement (IGA) with Maricopa County (CAR 2020-6952) for the design and construction of a traffic signal at Sarival Avenue & Camelback Road.  Design was funded in FY2021 with construction funded in FY2022.  Under the terms of the agreement, the City is responsible for 75% of the project costs estimated to be $453,700 and Maricopa County is responsible for 25% of the project costs.  The City is responsible for the design and construction of the traffic signal.  Upon the issuance of a notice to proceed for construction, the City is to invoice Maricopa County for its share of the cost of the traffic signal.

On November 16th, 2020 City Council approved Amendment One to the IGA with Maricopa County (CAR 2020-7065) which advanced construction to FY2021 and added a developer contribution in the amount of $150,000 for the construction of left turn lanes on Camelback Road.

STAFF ANALYSIS

Construction of the project is scheduled to begin in September 2021 and be completed by the end of March 2022.  The City of Goodyear will own and maintain the traffic signal once completed.
