CITY COUNCIL ACTION REPORT
 
SUBJECT: APPROVE A NEW MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY OF GOODYEAR AND UNITED GOODYEAR FIREFIGHTERS LOCAL 4005

SUMMARY:

The city of Goodyear and the United Goodyear Firefighters (UGFF) Local 4005 have completed the Meet and Confer process and have reached Tentative Agreements to be included in the new proposed Memorandum of Understanding (MOU) between the two parties. Per Section 3-12-14,“G” of Chapter 3 of the Goodyear City Code, the Mayor and Council of the city of Goodyear are authorized to enter into a MOU as a result of Tentative Agreements proposed through the Meet and Confer process.

Recommendation:

ADOPT RESOLUTION NO. 2021-2148 APPROVING A NEW MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF GOODYEAR AND UNITED GOODYEAR FIREFIGHTERS LOCAL 4005 COMMENCING ON JULY 1, 2021 AND EXPIRING ON JUNE 30, 2023. (Lyman Locket, Human Resources Director)

FISCAL IMPACT:

The new costs of the contract over the prior year are estimated for FY2022 at $643,900 or 4.1% of wages and benefits and FY2023 at $584,300 or 3.5% of wages and benefits.  FY2022 costs have been included in the City Manager's Recommended FY2022 Budget.

BACKGROUND AND PREVIOUS ACTIONS:

A tentative agreement has been reached with the United Goodyear Firefighters. Provisions included in the proposed MOU between the city of Goodyear and the United Goodyear Firefighters are as follows:
  • 2 Year Contract (FY2022 and FY2023)
  • Article 5(D) – Labor Relations Time
    • Floating Holiday hours for each member will automatically be donated to the Labor Relations Bank
  • Article 6 – Wages & Compensation
    • Year 1 (FY2022)
      • Step Increase for those who are not at the maximum of the range
      • 2.5% Market Adjustment
      • 0.25% Deferred Comp Increase, totaling City contribution to 1.5%
    • Year 2 (FY2023)
      • Step Increase for those who are not at the maximum of the range
      • 1.5% Market Adjustment
      • 0.5% Deferred Comp Increase, totaling City contribution to 2%
      • HAZMAT Pay increase of $0.01 to $1.16 per hour
      • Paramedic Pay increase of $0.05 to $2.55 per hour
    • Special Events, Section 6-7
      • Special Event Language
    • HAZMAT Legacy Pay, Section 6-9
      • Implement HAZMAT Structure with position caps 15 - Captains, 12 - Engineers, 24 - Firefighters
      • Legacy pay of $0.30 per hour for members promoting off the team
  • Article 9 - Benefits
    • Longevity, Section 9-5
      • Starts at 6 Years of Service with new amounts
      • New Longevity Pay Table
      • Longevity enhancement cost offset by a reduction in HAZMAT overtime
    • Vacation Accrual
      • Vacation accrual rates increased .50 hours per pay period

STAFF ANALYSIS

Section 3-12-13 of Chapter 3 of the Goodyear City Code outlines the process by which Sworn Police and Sworn Fire Employees of the city of Goodyear and their designated representatives can Meet and Confer with the City Manager relating to their wages, hours, benefits and working conditions. Tentative Agreements established in the Meet and Confer process are included in the new MOU.
