SUMMARY
Approve the creation of the Western Avenue project and associated budget transfers.

FISCAL IMPACT
On July 12, 2021, Council approved the addition of Capital Improvement Plan (CIP) Project 42042 Western Avenue Demo and Parking Lot to the FY2022-26 CIP in the amount of $1.9 million to be funded using general funds in FY2023. This authorizes required budget transfers and advances funding to FY2022 allowing the project to start and finish 12 months earlier than originally planned.
BACKGROUND AND PREVIOUS ACTIONS
At the Work Session of July 12, 2021, Council directed staff to create a $1.9M Capital Improvement Plan (CIP) project for inclusion in the FY2023 budget, to pursue option two, which is to raze the buildings, create parking and add green space to the city owned properties located at the northeast corner of Western Avenue and Litchfield Road.
STAFF ANALYSIS
Staff recommends moving this CIP project up, to begin as soon as possible, due to having project management capacity to support the project and avoid any further delays. If approved, project design will begin in November 2021, project demo will begin in January 2023 and project completion in August 2023.
