SUBJECT: APPROVE EXPENDITURE OF $1,300,000 FOR THE REHABILITATION OF SITE 12 RESERVOIR

SUMMARY

  Request City Council approval of the expenditure of FY2021 funds to rehabilitate one of the two onsite 2.0-million-gallon potable water reservoirs. This will include the structural repair/replacement of roof elements, support girders, beams and floor. Rehabilitation will also include a replacement of the interior and exterior coatings. A new 2 million gallon reservoir was recently completed as part of site 12 improvements which will provide water storage during this work.

Recommendation

Approve expenditure of funds in the amount of $1,300,000 for the rehabilitation of the original 2.0-million-gallon reservoir at Site 12. (Leonard Scheid, Water & Wastewater Superintendent)

FISCAL IMPACT

The FY2021 Capital Improvement Program (CIP) budget includes $1,300,000.00 in water operating funds for the rehabilitation of the original potable water reservoir (Project 60048).  This includes a 20% contingency.

BACKGROUND AND PREVIOUS ACTIONS

Per City of Goodyear Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain council approval. The City has developed and approved a CIP for FY2021 through FY2025. The city owns and operates two 2.0-million-gallon storage reservoirs at Site 12 to supply potable water for domestic and fire protection needs to city residents. The reservoir’s original interior coating has been replaced once previously since the tank was constructed in 1987. The last inspection indicated that the entire coating system is now due for replacement.

STAFF ANALYSIS

The reservoir rehabilitation work will take approximately 180 days.  This work can be scheduled as there are now two 2.0-million-gallon reservoirs on site that provide redundancy during maintenance.
 
The Public Works Department’s water reservoir maintenance program has been enhanced in recent years to include tank coating rehabilitation on all carbon steel tanks. The program also includes inspections every three years.  New coating systems can be expected to last 10-15 years.  A proactive coating rehabilitation program will improve reliability of the water system and protect and extend the life expectancy of such vital assets.
