SUBJECT: APPROVE SUPPLEMENT NO. 005 TO CITY OF PHOENIX INTERGOVERNMENTAL AGREEMENT FOR SHARED TELECOMMUNICATIONS FACILITIES

SUMMARY

The purpose of the existing Intergovernmental Agreement (IGA) with the City of Phoenix (CON-CX-0337-05) is to provide for sharing of space and/or cost of radio system infrastructure where applicable. Supplement Agreement 005 is an amendment to the 2005 IGA to add an additional site to the list of included facilities. At this new site, the Regional Wireless Cooperative (RWC) will install and maintain new radio equipment.

Recommendation

ADOPT RESOLUTION NO. 2021-2188 APPROVING AND AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO EXECUTE SUPPLEMENT NO. 005 TO INTERGOVERNMENTAL AGREEMENT CON-CX-0337-05 WITH THE CITY OF PHOENIX FOR SHARED TELECOMMUNICATION FACILITIES (REGIONAL WIRELESS COOPERATIVE RADIO SYSTEM) (Shauna Henrie, Telecommunications Manager)

FISCAL IMPACT

Execution of this Supplement No. 005 will not incur any additional costs to the City in FY2022 or any other future year.

BACKGROUND AND PREVIOUS ACTIONS

The original IGA was first signed in 1999 and provided the framework for subsequent agreements regarding the sharing of telecommunications facilities between Phoenix and Goodyear. The City previously executed several supplements and associated amendments with the City of Phoenix extending the IGA to cover the radio sites within the City of Goodyear.

Council recently approved the extension to the master IGA (CON-CX-0337-05) on September 27, 2021, which extended the term of the underlying IGA through May of 2030.

STAFF ANALYSIS

This Supplement No. 005 will allow the RWC, a City of Phoenix entity, to add radio equipment at a new site located at the telecommunications center. The installation will further enhance the use of an interoperable radio system for various agencies. The installation at this additional site will become an important part of the RWC network and allow public safety agencies to operate in a more effective and efficient manner while providing services to the public. By sharing facilities where possible, it reduces the overall operating costs of the radio system to each municipality involved.
