SUMMARY

Bullard Wash Irrigation Tailwater Study Professional Services Contract

Recommendation

Approve an agreement with the PebbleCreek Golf Resort Homeowners Association No. 1, Inc. (HOA) to enter into a professional services contract with JE Fuller for completion of a study for improvements to the Bullard Wash from Camelback Road to I-10. FISCAL IMPACT

The cost of $76,630 covers the design concept study of Bullard Wash from Camelback Road to I-10 and a $10,000 contingency.  The cost will be split between the city (72.5%) and PebbleCreek HOA (27.5%) based on percent ownership of property covered by the study. The city’s portion is funded from General funds, within the FY2022 Public Works Stormwater operating budget.

The design concept report will identify storm water improvements capable of more efficiently managing the tailwater flows through both the city Bullard Wash Property and the PebbleCreek HOA Bullard Wash Property.  The overall budget needed for design and construction of improvements and future coordination with PebbleCreek for the implementation of a solution will be determined based on the result of this study.  The overall project scope and budget will determine final project timing and funding source; however, staff anticipates funds will be requested midyear in FY2022.

BACKGROUND AND PREVIOUS ACTIONS

The city and the PebbleCreek HOA own property that is part of the Bullard Wash and have experienced surface flows periodically in the Bullard Wash from Camelback to the Roosevelt Irrigation District (RID) canal.  These flows are a result of tailwater from the farmlands north of the city.  

In 2018, JE Fuller conducted a study that identified over two hundred potential sources of tailwater with no identifiable flow patterns.  The study and subsequent research did not identify a legal right by the city to prevent those flows from reaching the wash.  Over the last few years, the city and PebbleCreek have repaired and improved existing pipes and other infrastructure in their respective stretches of the Bullard Wash, but the current flows are higher than the existing underground pipes can handle.  These pipes were designed to address flows seen in the late 1990’s and early 2000’s.

Recently, even higher flows have been seen that have reached areas past PebbleCreek, reaching McDowell Road, impacting Rio Paseo Park.

STAFF ANALYSIS

The purpose of the study will be to expand upon the 2018 findings and to determine possible options to contain the surface flows and minimize the impact to residents by working together with PebbleCreek.  Coordination with PebbleCreek will allow for a holistic solution where improvements of flow on the city’s side can be properly handled through the PebbleCreek property.

This project is moving forward outside of the normal budget cycle due to the dynamic and emergent nature of the issue, and as a result of the opportunity to work together with PebbleCreek on solutions.
