SUMMARY
The action before the Council is to approve the expenditure of funds for the planning and design of a fire station and police substation, located on the north-east corner of Citrus Road and Harrison Street.
Recommendation
Approve the expenditure of up to $1,480,000 for Project #30007 Fire Station 188, including planning for a future police substation serving West Goodyear, and authorize a necessary budget transfer. (Tim Wayne, Deputy Fire Chief; David Farrow, Deputy Chief of Police; Mario Saldamando, Project Management Coordinator)
FISCAL IMPACT
Project #30007 FS188 is included in the FY2022 Budget with a total project budget of $13,557,000. Of this amount $1,080,000 is for design and $100,000 for public art. With the additional work associated with the potential inclusion of a police substation a budget transfer of $300,000 is necessary to fund the initial planning and design including design development and construction documents. All funding related to the police substation will be from Police Development Impact Fees.

BACKGROUND AND PREVIOUS ACTIONS
The city’s new fire stations are the result of an assessment of community needs through the Operational Research Health (ORH) station study, identification of optimum station locations by staff with council guidance, budget approval by council, and collaboration with stakeholders to develop the most effective fire stations for the money.
In June 2021, staff selected the design-build team of CORE Construction and Perlman Architects of Arizona for the design and construction of Fire Station 188. CORE & Perlman have combined experience on more than 224 public safety projects, with a history of 25 projects together. CORE was the general contractor of record for Goodyear Fire Stations 181 and 186 in Estrella.
Council approved the expenditure of fire apparatus for Fire Station 188 as part of the FY21 annual budget and is currently being built.

STAFF ANALYSIS
The planned location for Fire Station 188 is within a section of an existing city-owned 8.62-acre parcel in West Goodyear. The parcel is located on the north-east corner of Citrus Road and Harrison Street. The approximate area needed for the fire station is 2.5 acres.
Fire Station 188 is based on a prototype design used to construct Fire Station 181 and Fire Station 186. The station design was developed through a participatory process involving fire department command staff, sworn personnel, subject matter experts from essential city departments, and the city’s contracted design and construction team. The station is designed with the intent to provide a safe environment for our firefighters from which to operate, and as economical as possible. The design phase of the project will be completed in early 2022 followed by the construction phase.
While planning for Fire Station 188, staff discussed the option of expanding the project scope to address future Police facility needs. West Goodyear is rapidly growing and the Police Department will be seeking a third substation on the west side within the next 3-5 years. Adding programming and design of the police substation to Fire Station 188 results in the greatest opportunity to define the substation building design with the least impact on cost. As such, staff recommends expanding the scope of the fire station build to include planning and design of a future police substation.
Construction of the fire station is planned to occur in 2022 thru mid-2023, which concludes seven months later than originally anticipated. This delay is due to the addition of the police substation design and the desire to make improvements to the prototype fire station design. The timeline and funding to construct the police substation will be resolved during the annual budget process.
This scope and fee proposal will help determine all costs for design, construction, and related offsite improvements. Staff will work with the design team on a Guaranteed Maximum Price (GMP) contract and will return to the Council following the design process. The GMP will address the timely delivery of long-lead items as well as secure optimal pricing on materials subject to construction pricing volatility.
