SUBJECT: GOVERNOR'S OFFICE OF HIGHWAY SAFETY PROPOSITION 207 GRANT FUNDING RESOLUTION

SUMMARY:

This action authorizes the application and execution, if awarded, of the FY2021-2022 Governor’s Office of Highway Safety Proposition 207 grant funds.  The grant funds will allow the Goodyear Police Department to provide education, enforcement, and prosecution of impaired drivers as a result of Proposition 207, the Smart and Safe Arizona Act, which legalized the production, sale, possession, and consumption of recreational marijuana.

Recommendation:

ADOPT RESOLUTION NO. 2021-2144 AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR FY 2021-2022 GOVERNOR’S OFFICE OF HIGHWAY SAFETY (GOHS) PROPOSITION 207 GRANT FUNDS TO THE GOODYEAR POLICE DEPARTMENT, AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS RELATING TO SAID APPLICATION, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT (IF GRANT FUNDS ARE AWARDED), AND AUTHORIZING THE CITY MANAGER TO APPROVE REQUIRED BUDGET TRANSFERS (IF GRANT FUNDS ARE AWARDED).  (Santiago Rodriguez, Chief of Police)

FISCAL IMPACT:

The Proposition 207 grant is funded by the GOHS.  The FY2021 grant amount is $129,450, with no matching fund requirement from the city of Goodyear.  The department is requesting an increase of $8,500.00 in operating budget for ongoing vehicle maintenance.

BACKGROUND AND PREVIOUS ACTIONS:

In November 2020, Arizona citizens passed Proposition 207, the Smart and Safe Arizona Act that legalized and regulates the production, sale, possession, and consumption of recreational marijuana. 
 

STAFF ANALYSIS

The Goodyear Police Department Traffic Unit is tasked with education, enforcement, and prosecution of impaired drivers in the city of Goodyear.  With the passage of Proposition 207 and the increase in residents in the City, it is even more critical that the Department have the resources to conduct proactive detection. 

The GOHS Proposition 207 grant allocates funding to reduce impaired driving, including conducting training programs, purchasing equipment for detecting, testing and enforcing laws against driving while impaired.  In addition, the grant funds training and personnel costs for dedicated traffic enforcement.

The Goodyear Police Department will use funds provided by the GOHS grant to compensate employee’s overtime expenses; procurement of additional field-testing equipment and procurement of an unmarked vehicle for use during enforcement activities.
