Summary

FISCAL IMPACT
There is no fiscal impact to the city by adopting the updates to the Drought Preparedness Plan and Ordinance changes.
BACKGROUND AND PREVIOUS ACTIONS
In accordance with A.R.S. §45-342(A), the Arizona Department of Water Resources (ADWR) requires all water providers to prepare and utilize a Drought Preparedness Plan (DPP). The DPP defines water use reduction goals and identifies strategies to be used to reduce demand to protect essential water uses in the event of water shortages due to operational emergencies or drought. These guidelines are meant to provide a framework for expedient responses while maintaining the flexibility to respond to each unique water supply reduction event. They assist city officials in making the necessary decisions throughout the duration of shortage episodes.
The Plan defines water supply curtailment stages and provides authority for the City Manager to declare the appropriate stage and associated curtailment measures.
The City of Goodyear’s current drought plan, identified in city ordinance as the Conservation and Curtailment Plan, was last updated in 2008 and needs to be reviewed and updated in 2022 as a requirement of ADWR.

STAFF ANALYSIS
The city of Goodyear currently has a robust water portfolio. Our ability to provide both groundwater and surface water puts the city in a great position to manage any foreseeable impacts of the current drought. But this does not negate the need to look for ways of using water efficiently and prepare for unexpected situations. The DPP is a tool the city can use to deal with any water shortages and can be implemented over a broad range of circumstances. Staff will present Council with an overview of current and proposed DPP language for future Council approval of DPP changes and associated city of Goodyear ordinance §14-5-6-Water Use Restrictions.
