| SUBJECT: | AUTHORIZE THE TERMINATION AND APPROVAL OF INTERGOVERNMENTAL AGREEMENTS BETWEEN THE CITY OF GOODYEAR FIRE DEPARTMENT AND THE CITY OF PHOENIX FIRE DEPARTMENT FOR THE PURPOSE OF CONDUCTING JOINT TRAINING ACTIVITIES |

SUMMARY
The City of Goodyear Fire Department and the City of Phoenix Fire Department desire to enter into an updated Intergovernmental Agreement (“IGA”) for the purpose of conducting and participating in fire service training hosted by the City of Phoenix.
Recommendation
1. Authorize the termination of the Intergovernmental Agreement between the City of Phoenix and the City of Goodyear for Fire Service Training recorded with Maricopa County Recorder 12/27/2018 as No. 20180944148.
2. Approve and authorize the City Manager or designee to enter into a new Intergovernmental Agreement ("IGA") between the City of Goodyear and the City of Phoenix to conduct various joint Fire Department training activities. (Tim Wayne, Interim Fire Chief)

FISCAL IMPACT
The City of Goodyear will pay fees ranging from $1,340 up to $5,000 depending on which training is attended and which fees are included in “Exhibit A – Fire Service Training Menu,” of the IGA for Fire Service Training. FY2023 supplementals included recruitment and training expenses in line with the revised IGA. In FY2018 employees attended the Paramedic training course for a total expense of $20,000. In FY2019 through FY2022 employees attended the Hazardous Materials training course for a total expense of $63,000. The Hazardous Materials course fees were fully reimbursed through the Urban Area Security Initiative and State Homeland Security Grant programs.
BACKGROUND AND PREVIOUS ACTIONS
In December 2017, Council entered into an IGA between the cities, which includes the City of Phoenix, towns, fire districts, and governmental jurisdictions to provide automatic aid assistance in Phoenix.
In July of 2018, the City of Goodyear and the City of Phoenix entered into an IGA to participate in Firefighter Recruit training. The City of Phoenix has since updated the IGA to include detailed descriptions of training courses and current fee schedule for each course.

STAFF ANALYSIS
This third IGA agreement provides a continued partnership between the agencies, enabling both departments to conduct and participate in critical fire service training which includes, but not limited to: Aircraft Rescue Firefighter (ARFF) Certification, Firefighter Recruit training, Hazardous Material Technical (HZM) Certification, and EMT/Paramedic Recertification training (CORE). This IGA will become effective upon signing by both parties and will remain in effect for five years.
