SUMMARY
Establishment of a new CIP project for improvements on Estrella Parkway between Hadley Street and Goodyear Boulevard North, in front of the United States Post Office, to prevent the creation of a new scalloped street.
Recommendation
Approve the creation of a new CIP project (number 42069) for Estrella Parkway - Hadley to Goodyear Boulevard North in FY2023 for Design ($53,900) and Construction ($817,800), and authorize required budget amendments. (Christopher Bridges, Transportation Planning Manager)
FISCAL IMPACT
This individual project is not currently programmed in the FY2023-2027 Capital Improvement Plan. The total estimated cost of this project is $871,700 with design budgeted at $53,900 and construction at $817,800. Funds for this project will come from unprogrammed general fund balance. Approval of this project will reduce available one-time funding for use in FY2024 budget process.
BACKGROUND AND PREVIOUS ACTIONS
This proposed project was originally scoped as part of a larger CIP Project 42-23-300: Estrella Parkway - Yuma Road which is currently identified for future consideration (FY2028 and beyond) in the CIP for a total amount of $30,746,000. In general, this original project scope included expanding existing lanes in the vicinity of Estrella Parkway-Yuma Road, eliminating the scalloped street condition(s), and adding one through lane in each direction. If this new project for Estrella Parkway from Hadley Street to Goodyear Boulevard North is approved, then the scope of project 42-23-300 will be reduced by this proposed project's scope, in the next FY's CIP planning cycle. The improvements along the Post Office are the City's responsibility to complete, and there will be no cost recovery.
STAFF ANALYSIS
This agenda item is to initiate a new project, as it is being established outside the latest planning/ budgeting cycle for the FY2023-2027 Capital Improvement Program. An opportunity to partner with a developer was recently identified by staff and this is a chance for the City of Goodyear to be proactive and prevent the formation of a new scalloped street.
The scope of the new project is to design and construct improvements on Estrella Parkway northbound between Hadley Street (Post Office Access Road) and Goodyear Boulevard North. These improvements will include one additional northbound travel lane, a right turn deceleration lane, a bike lane, curb & gutter, sidewalk, ADA ramps and landscaping.
Design will be contracted through Larson Design Group, who is currently working on behalf of the developer - HCW, LLC. The developer will also be constructing adjacent half street improvements along Estrella Parkway and Yuma Road for their property (Goodyear 27/Ballpark Village North) located on the NEC of Estrella Parkway and Yuma Road. This presents an opportunity for the City to partner with the developer to construct the proposed improvements in front of the Post Office and the developer’s required improvements along Estrella Parkway as one project.
The benefit of advancing this proposed project now is to take advantage of the design work and construction activities HCW, LLC is currently working towards. Partnering together to complete both design and construction of the proposed improvements will provide for cost savings as compared to pursuing this as a stand-alone project. However, if we have to construct this project utilizing a contractor other than the developer’s, due to the requirements of ARS Title 34, we will coordinate the construction activities to minimize the inconveniences to the traveling public. Our schedule and budget are reflective of the City doing the project separate from dependence on the developer.
