SUMMARY

Approve an Intergovernmental Agreement (IGA) with the Maricopa County Library District (MCLD) for acceptance of Library Assistance Program (LAP) funds for the Georgia T. Lord Library.

RECOMMENDATION

Approve an Intergovernmental Agreement with the Maricopa County Library District for acceptance of Library Assistance Program funds for the Georgia T. Lord Library. The IGA will cover the period of July 1, 2023, through June 30, 2028.  (Guylene Ozlanski, Arts & Culture Administrator)

FISCAL IMPACT

The MCLD Board of Supervisors has provided a tentative budget of $3.7 million for the Library Assistance Program for FY2024.  Upon execution of the IGA, Goodyear’s allocation for FY2024 is as follows: 
 
40% Assessed Value Allocation: $45,087 
60% Cards Issued Allocation: $57,716
Goodyear’s Total FY24 Allocation: $102,803
 
The Goodyear allocation will provide for materials, provision of Integrated Library System, materials sharing, access to digital resources, inter-system delivery service, and Summer Reading Program resources.  The Library Assistance Program funding will change annually based on the calculation formulas outlined above.

BACKGROUND AND PREVIOUS ACTIONS

On May 22, 2017, City Council approved an IGA with the MCLD to continue operating Goodyear’s Library. Under this agreement, Goodyear provides the facility and facility maintenance and MCLD provides the staffing and operation.  Goodyear reimburses MCLD on a monthly basis for actual operating costs plus 10% in overhead costs.   

On May 14, 2018, City Council approved an IGA with MCLD to accept LAP funding. This IGA was in effect from July 1, 2018, through June 30, 2023.

On June 15, 2022, staff entered into the First Amendment to the IGA between MCLD and Goodyear for the operation of the Goodyear Library. This Amendment allows for the one (and only) extension of the 2017 operations agreement. This extended the Library Operations IGA through July 1, 2027.

STAFF ANALYSIS

The purpose of the Library Assistance Program is to increase and enhance material access for all Maricopa County residents. Each year, the MCLD Board of Supervisors allocates funding for the county-wide Library Assistance Program via the MCLD Tax Levy. Funding provided through this program is split between participating municipal libraries within Maricopa County annually.     
 
Under this five-year IGA, MCLD will allot funding to Goodyear based on the percentage of the assessed valuation from the preceding February State Abstract and on the percentage of gross cards issued to Non-Residents of Goodyear that are entitled to the benefits of MCLD. The allotment will be calculated as follows:  
 
Assessed Value Allocation (40% of Total) – The sum total of primary net assessed value (Limited Property Value) for all participating municipal libraries will be calculated. Then, the percentage for each municipality will be calculated using the aforementioned total. Forty percent (40%) of the allocated budget for the Library Assistance Program will be multiplied by each municipal percentage to calculate the individual assessed value allocation.  
 
For example: if MCLD budgets $1,000,000 for the Library Assistance Program, forty percent of that ($400,000) will be allocated based on assessed value percentage.  If Goodyear has 10% of the total assessed value for all participating cities, their allocation based on assessed valuation would be $40,000. 
 
Cards Issued Allocation (60% of Total) – Any resident of Maricopa County may obtain a free library card from a participating library upon presentation of current identification and proof of residence.  Goodyear shall provide library services to persons who are Non-Residents of Goodyear, but reside within Maricopa County.  The Allocation for each library system will be calculated by multiplying their percentage times 60% of the funding available for the Library Assistance Program. 
 
For example: if MCLD budgets $1,000,000 for the Library Assistance Program, sixty percent of that ($600,000) will be allocated based on the card issued percentage.  If Goodyear has 10% of the total cards issued, their allocation would be $60,000. 
 
Execution of the Library Assistance Program IGA will allow Goodyear to increase and enhance material access for all Goodyear library users at no additional cost to the city.
