Authorize the expenditure of funds for the Bullard Avenue Widening project in an amount not to exceed $1,333,837.50. (Allan Smolko, Senior Project Manager)

The project is currently budgeted and programmed in the FY2023 Capital Improvement Program.

This project was added to the FY2022-27 CIP with City Council action on 1/24/22, to establish funding to eliminate scalloped street development and improve transportation efficiencies. On June 12, 2023, Council approved the Development Agreement for Bullard Avenue Improvements with Squaw Peak Goodyear LLC, ensuring the city will receive the real property interest that are required to be dedicated to the city under Ordinance 2019-1422 and that are needed for the completion of the Bullard Avenue Widening Project. Additionally, on June 12, 2023, Council authorized the acceptance and execution of a Special Warranty Deed from Squaw Peak Goodyear LLC, conveying right-of-way to the City.

Staff initiated a contract via Job Order Contracting with the firm Talis Corporation to provide construction services for the Bullard Avenue Widening project (CIP Project # 42043). Staff completed negotiations of scope, schedule, and fee with Talis for use in the final contract. Improvements are for full southbound street improvements meeting city standards to include: asphalt travel lanes, curb, gutter, sidewalk, roadway markings, raised landscape medians and streetlights.
