This request is to apply revisions to Policy 600 within the city of Goodyear Policy and Administrative Guidelines Manual.  Details of the recommended policy changes are listed under Background and Previous Actions.

ADOPT RESOLUTION NO. 2023-2324 AMENDING “POLICY 600 ATTENDANCE AND LEAVE,” AS AN AMENDMENT TO THE “CITY OF GOODYEAR POLICY AND ADMINISTRATIVE GUIDELINES MANUAL.” (Vicki Lackey, Human Resources Deputy Director)

Any fiscal impact associated with these policy amendments has been included in the FY2024 adopted budget.

Human Resources continually reviews and revises policy and guidelines to reflect the most recent labor law changes, implement best practices, and to enhance wording or provide clarity to our manual. On May 8, 2023, Council approved the FY2024 Budget. As part of the budget, vacation accrual rates based upon years of credited service with Arizona government retirement systems was approved. Changes were made to the policy to reflect this change. In addition, Battalion Chiefs and Lieutenants participated in the meet and discuss process. Changes based upon these discussions were added as well.

The following are a list of the policies and the changes incorporated:
Policy 600 – Attendance and Leave

• Add clarifying language where relevant.
• Language clean up replacing “termination” with “separation” where relevant.
• Adjust accrual rates based upon years of credited service with eligible Arizona government retirement systems (i.e., ASRS, PSPRS, city of Phoenix, city of Tucson)
• Change vacation cash-out parameters for Battalion Chiefs based upon meet and discuss.
• Add option for Battalion Chiefs to cash out sick leave conversion or deposit in deferred compensation plan based upon meet and discuss.
