SUBJECT: APPROVE EXPENDITURE UP TO $1,177,500 FOR CLEVELAND GUARDIANS COMPLEX IMPROVEMENTS

SUMMARY

Request approval of expenditure of FY24 funds for the Guardians Complex Retaining Wall Replacement and Drainage Repair (Project 50039) and the Guardians Maintenance Shop Break Room (Project 50040).

RECOMMENDATION

Approve expenditure of $1,177,500 for Cleveland Guardians Complex improvements. (Bruce Kessman, Deputy Director Ballpark)

FISCAL IMPACT

The Guardians Complex Retaining Wall Replacement and Drainage Repair Project has been approved in the FY24 budget for the amount of $980,000. Willmeng Construction, Inc. has provided a quote of $866,714 to perform the necessary repairs as identified in Capital Improvement Project #50039. Due to the nature of repairs involving excavation and pouring of concrete, an additional $113,286 is being requested for the removal and replacement of the adjacent chain link fence, granite, sod, and warning track material.

The Guardians Maintenance Shop Break Room has been approved in the FY24 budget for the amount of $197,500. Willmeng Construction, Inc. has provided a quote of $159,695 to perform the design and construction of the break room as identified in Capital Improvement Project #50040. An additional $37,805 is being requested for the relocation of IT infrastructure and FFE.

BACKGROUND AND PREVIOUS ACTIONS

Per City of Goodyear Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain City Council approval. The city has developed and approved a Capital Improvement Program which was adopted on June 12, 2023, for FY24.

STAFF ANALYSIS

During a monthly facility inspection, the retaining walls were identified as potential hazards as the masonry block was chipping and visible cracks were observed. The walls have been monitored through monthly inspections and the cracks are becoming more defined and larger. There is not an exact timeframe which can be placed on complete failure, however, there is an opportunity to schedule the repairs with minimal impact to the operation and displacement of team workouts. If the necessary repairs are delayed, this could impact the Guardians daily workouts, lead to more costly repairs or displace team activities.

The Guardians Maintenance Shop does not have a dedicated air-conditioned break room for employees who report to this location. The current space that is being used is not fully separated from the rest of the maintenance shop and is currently being cooled by a swamp cooler. Due to the nature of the work that is being performed on a daily basis, it is necessary to provide the employees with a dedicated space.
