SUMMARY
Adoption of this Ordinance will amend Article 14-11 of the Goodyear City Code to update definitions and responsibilities between owners and City in regard to backflow control and the cross-connection program.

RECOMMENDATION

FISCAL IMPACT
Approval of the amendment will not have a fiscal impact to the backflow program or the annual operations and maintenance budget. The amendment provides more options to private owners in getting their backflow testing annually, which has the possibility of lowering their costs due to competition between backflow testing companies.
BACKGROUND AND PREVIOUS ACTIONS
Article 14-11 (Backflow Control and Cross-Connection Program), originally adopted in February 2008, restricted authorized backflow assembly testers to those certified by the American Backflow Prevention Association. This caused scheduling issues and is financially restrictive for those doing business in Goodyear. Additionally, it is not consistent with Arizona Administrative Code §R18-4-215.
STAFF ANALYSIS
After receiving feedback from the Goodyear business community, staff recommends removal of the current restrictive outdated requirements and replacement with language consistent with Arizona Administrative Code, while providing equivalent protection of potable water.

1. Backflows that protect the public water system are to be tested by the owner annually. Goodyear staff is responsible for ensuring this is completed.
2. Backflows that protect privately owned water systems are to be tested by the owner annually. Owners are responsible for completing this annual requirement.
3. Backflows owned by the city of Goodyear must be tested and maintained annually. Goodyear staff is responsible for managing this program.
