A request to authorize an expenditure for construction and furniture, fixtures, & equipment (FF&E) funds up to $3,690,000 for Tenant and Site Improvements for Building D of Goodyear Municipal Complex (GMC) in Capital Improvement Program (CIP) Project #60105 – Goodyear Municipal Complex Tenant Improvements.

CIP Project #60105 is currently programmed and budgeted in the FY2024-FY2028 CIP with a total project budget of $7,033,600 for Design, Construction, furniture, fixtures, & equipment (FF&E), and Others, with an estimated completion date of September 2024.

Per City of Goodyear Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval.

CIP Project #60105 – Goodyear Municipal Complex Tenant Improvements is described to renovate and improve interiors of Goodyear Municipal Complex (GMC) Buildings B, C, D, and E to provide space solutions for Courts, Engineering, IT, Fire, and the Wellness Clinic.

AI-1389 - In March 2023, City Council authorized the expenditure of construction and FF&E funds up to $650,000 for facility renovations of Building C of GMC for CIP Project #60105 Goodyear Municipal Complex Tenant Improvements. GMC Building C construction was completed in June 2023, where the Goodyear Wellness Center relocated and opened in July 2023.

This Council Action Request is to seek approval expenditures for the GMC Building D and site improvements. Additional council action will be required for Buildings B and E construction once design and preconstruction services for those two buildings are completed. All the suite tenant improvements include upgrades to the flooring, lighting, window treatments, restrooms, lounge/waiting area, conference rooms, office and open spaces, access control, fire life safety and FFE. In addition, information technology will be needed for security and card reader access for these renovated spaces.
