RECOMMENDATION

FISCAL IMPACT
There is no direct budget impact from this planning item. Future expenditure requests associated with projects proposed in the plan will be discussed during the annual budget development process.
BACKGROUND AND PREVIOUS ACTIONS
Council adopted the FY2022-2024 Strategic Plan in May 2021. The plan outlines the city’s focus areas, guiding principles, and specific goals established by the Council which guide and prioritize staff’s efforts during the three years of the plan. Staff has been providing twice annual updates on progress towards the 14 goals in the current plan, with the most recent update provided in August 2023. The current plan is ending on June 30, 2024. Staff will provide a final report on the FY2022-2024 Strategic Plan goals in August 2024.
In preparation for the development of a strategic plan beginning in FY2025, Council provided feedback on the current focus areas, guiding principles, and priorities through a survey in August 2023. The leadership team took that feedback and developed a draft of the proposed plan which was presented to Council at a work session on October 19. Council provided consensus on the proposed draft at the work session, with a few small changes that have been incorporated into this final version.

STAFF ANALYSIS
The City of Goodyear FY2025-2027 Strategic Plan represents substantial coordinated effort on the part of City Council and leadership team to develop a plan that represents City Council’s goals and priorities. The City of Goodyear FY2025-2027 Strategic Plan includes 24 action items in FY2025. Staff will provide quarterly updates on the status of the action items for FY2025 beginning in October 2024. In recognition that priorities change, the plan will be reviewed annually at the City Council Retreat to consider, and modify if needed, the action items for upcoming fiscal years based on changing priorities. Staff is recommending the adoption of the City of Goodyear FY2025-2027 Strategic Plan.
