SUMMARY
The Arizona Department of Administration’s (“ADOA”) Fire Incident Management System grant program provides funding to public safety departments to assist with incident response strategies. The department is seeking the funding to implement the incident command software.

RECOMMENDATION
ADOPT RESOLUTION NO. 2023-2361 AUTHORIZING ACCEPTANCE OF A GRANT AWARD FROM THE ARIZONA DEPARTMENT OF ADMINISTRATION (“ADOA”) FOR $344,080 FOR THE GOODYEAR FIRE DEPARTMENT FOR A FIRE INCIDENT MANAGEMENT SYSTEM, AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS RELATING TO THE GRANT AWARD AND AUTHORIZING A BUDGET TRANSFER TO ALLOW FOR THE EXPENDITURE OF THE GRANT. STIPULATIONS
Upon expiration of the Agreement on October 31, 2026, the City will become responsible for covering all costs associated with the incident management system.
FISCAL IMPACT
The approximate cost of the Adashi Fire Incident Management System is $344,080. The Adashi Proposal provided a break-down of the award amount per year, for the term of the agreement effective September 1, 2023, through October 31, 2026. The breakdown for each year of the agreement is as follows:
Year 1: $111,872
Year 2: $114,672
Year 3: $117,536
The annual cost includes 8 applications for Adashi Critical Incident Management Suite, Adashi First Response MDT, Adashi C&C, Adashi Alert, Adashi LiveView, and Adashi Notify. Additionally, Adashi will provide ongoing support and maintenance.

BACKGROUND AND PREVIOUS ACTIONS
The Goodyear Fire Department applied for a Fire Incident Management Grant through the State, per Laws 2022, Ch. 313, Sec. 2 of the Second Regular Session. Additionally, this law allows the ADOA the ability to administer the grant program to support implementation of a comprehensive fire incident management and response system, deploying a secure platform and providing collaboration and communication solutions.
Adashi Systems is a United States based company that provides technological solutions for first responders worldwide that assists in managing incidents efficiently, effectively and safely. Departments have utilized Adashi Systems as a vital part of incident response strategy because of the many capabilities it provides when managing all scale incidents, which can impact response times, decision making and incident management. This platform has been specifically designed to enhance staffing, notifications, response, management, and the reporting of critical incidents with an all-in-one approach.
The current process utilizes paper forms to document emergency scenes, which includes tracking of resources, apparatus, and personnel. The incident command has isolated and limited communication options while managing the scene.

STAFF ANALYSIS
The Fire Incident Management System is based on Federal Emergency Management Agency standards to support fire and law enforcement agency collaboration when responding to emergency situations. This platform enhances firefighter safety by providing telemetry-based firefighter safety monitoring and the ability to share collaborative maps, building floor plans and images between public safety agencies.
The system clearly defines chain of command, utilizes common terminology, supports the safety of fire crews and is an efficient use of resources. The system will utilize a comprehensive document included within Image Trend which provides a detailed account of actions taken at the incident.
