Request Council approval of the expenditure of FY2024 funds for the purchase and installation of new motor control center and electrical components at the Site 13 Booster Station (Project 61004).

RECOMMENDATION
Approve expenditure of funds up to $910,000 to purchase and install a new motor control center and electrical components at the Site 13 Booster Station. (Todd Carpenter, Deputy Water Services Director)
FISCAL IMPACT
The Site 13 Booster Station Motor Control Center Replacement (61004) has an approved project budget of $1,060,000 in the FY2024 Capital Improvement Program funded through water operating funds.
BACKGROUND AND PREVIOUS ACTIONS
Per City of Goodyear Resolution 08-1255, all expenditures of budgeted funds more than $500,000 must obtain Council approval. The city has developed and approved a Capital Improvement Program for FY2024 through FY2028. The new motor control center (MCC) is planned to be replaced in FY2024 per this plan. The purchase and installation of the replacement MCC and other electrical components will be completed by a selected JOC contractor.
STAFF ANALYSIS
Upon a thorough site electrical assessment by our water services department electrician, it was discovered that the original motor control center has electrical components that are no longer supported by manufacturers and numerous essential equipment items do not meet current electrical code. As such, this project is seeking to replace the old motor control center with a new one that provides for more electrical efficiencies, ease of maintenance, access to replacement parts, and enhanced electrical safety features.
