SUMMARY

Presenting the Intergovernmental Agreement (IGA) with the Arizona Department of Transportation (ADOT) establishing responsibility for the design, advertisement, award, and to administer construction of improvements to Estrella/PebbleCreek Parkway at I-10 with ADOT right-of-way for CIP PROJECT #42027.

FISCAL IMPACT

The direct fiscal impact of the IGA is limited to ADOT’s inspection costs, which are estimated at $117,000. Although the IGA imposes maintenance obligations for the improvements that will be constructed as part of the Estrella/PebbleCreek Parkway at I-10 project, the city is currently maintaining the existing asphalt pavement, signing, striping, landscaping, sidewalk, street lighting, and traffic signals along Estrella/PebbleCreek Parkway at the interchange with I-10 per AI-815/C-22-6657 approved by Council on July 11, 2022. The ongoing maintenance costs are anticipated to be unchanged prior to and after construction. ADOT will be responsible for the maintenance of the retaining wall once the project is complete.

BACKGROUND AND PREVIOUS ACTIONS

Estrella/PebbleCreek Parkway and I-10 Interchange is an approved CIP project in FY2024 as project number 42027. The funding for this project was included in the annual budget approved by Council on June 12, 2023. Through staff coordination with ADOT it has been determined that an IGA between the city of Goodyear and ADOT is necessary to perform the improvement including inspection and project close out that cross jurisdictional boundaries.

STAFF ANALYSIS

The city desires to improve a portion of Estrella/PebbleCreek Parkway currently under the Interstate 10 overpass by widening the roadway and increasing the number of travel lanes in each direction. The project will provide dual left turn lanes and three thru lanes for northbound and southbound Estrella/PebbleCreek Parkway. This IGA being presented for approval sets forth ADOT’s requirements for allowing the City to undertake the project within ADOT’s right-of-way, which includes terms requiring the City to bear all costs of the project, including payments to ADOT for inspections, and require the City to maintain the project improvements including sidewalks, curb and gutter, pedestrian access ramps, street surfaces, shoulders, median, landscaping, traffic signals and underdeck lighting. After completion and acceptance of the improvements and approval by resolution of the State Transportation board, ADOT will be abandoning and transferring ownership of a portion of its right-of-way to the City, at which point, the City will assume full responsibility for the operation and maintenance of the abandoned right-of-way.

Staff supports the approval of the IGA as it is necessary for this project to move forward, which will improve traffic flow at the intersection of I-10 and Estrella Parkway.
