SUMMARY
The primary purpose of the Library Master Plan is to provide an evaluation of the current state of library operations, compare current operations to nationwide best practices and Valley benchmark cities, evaluate future library operations, and provide expansion indicators for future library growth.

RECOMMENDATION
Adopt the Goodyear Library Master Plan. (Guylene Ozlanski, Arts and Culture Administrator)
FISCAL IMPACT
Adopting this master plan has no fiscal impact. Future operational changes will be presented to Council for funding consideration during the annual budget process.
BACKGROUND AND PREVIOUS ACTIONS
On May 22, 2017, the City Council approved an intergovernmental agreement (IGA) with the Maricopa County Library District (MCLD) to continue operating Goodyear’s Library. This IGA had a term of five years, with one additional 5-year renewal option. Under this agreement, Goodyear provides the facility and facility maintenance, and MCLD provides the staffing and operation. Goodyear reimburses MCLD monthly for actual operating costs plus 10% in overhead costs.
On June 15, 2022, MCLD and Goodyear exercised the 5-year renewal option, extending the Library Operations IGA through July 1, 2027.
On August 1, 2022, the Georgia T. Lord Library opened to the public at Civic Square. The brand new 24,000 square foot, two-story library boasts a treehouse-themed children’s area, more than 30 public computers, eight study rooms, a dedicated teen space, and a self-service café.
On May 13, 2024, Attain Partners and staff presented the findings of the Goodyear Library Master Plan during a Council Worksession.
The Georgia T. Lord Library is one of 15 branches in the Maricopa County Library District, where customers have access to nearly 500,000 materials district-wide and more than 16.4 million downloadable books, movies, music, and magazines.

STAFF ANALYSIS
The City of Goodyear FY2022-24 Strategic Plan identified a goal to develop a library master plan (Quality of Life – 4.3 Develop a Library Master Plan – FY24). The primary purpose of the Library Master Plan is to provide an evaluation of the current state of library operations, compare current operations to nationwide best practices and Valley benchmark cities, evaluate future library operations, and provide recommendations to address current and future community needs.
Through a competitive process, Attain Partners was selected to develop the master plan. With over 30 years of experience, Attain Partners leverages their broad network of library professionals to provide tailored library planning and strategy services.
The Library Master Plan was developed through a comprehensive process that included a robust community outreach effort, benchmarking analysis for best practices, as well as a review of current services, future trends, population growth and stakeholder input. Additionally, the plan evaluated two operational models for library service delivery: (1) continue the current state of outsourcing library operations to MCLD or (2) establish a self?operating model. Both options were evaluated against the backdrop of maintaining high community satisfaction standards, material accessibility, and cost analysis.
The information in the report is supported by community and stakeholder input collected during the planning process.
