Summary
This is an update regarding progress made towards “next steps” for optimizing traffic signal management. (Chris Bridges, Deputy Director of Engineering)

There is no fiscal impact.
BACKGROUND AND PREVIOUS ACTIONS
During the January 11, 2024 Council Retreat, Engineering staff presented information regarding the current inventory and state of Goodyear's traffic signals, traffic signal infrastructure, programming, and monitoring. Staff discussed signal timing and detection methods used, as well as issues impacting signal timing, on both major and minor travel corridors throughout the City. In closing, staff identified near-term actions targeting traffic improvements and committed to providing an update to Council in May 2024. This work session presentation serves as that update.
STAFF ANALYSIS
Staff identified near-term steps in optimizing traffic management across the City, which included:
Staff will give an update regarding the results of each of these steps, as well as review recommendations for the future.
- Implementation of pilot projects to evaluate traffic signal timing;
- Completion of the planned assessment of the Traffic Management Center and its operations;
- Implementation of preemption guidelines;
- Connecting fiber to 100% of the City's traffic signals; and
- Improving instructions on the Public Stuff App to capture better data regarding traffic signal complaints.
Staff will give an update regarding the results of each of these steps, as well as review recommendations for the future.
