SUMMARY

The applicant is requesting a recommendation of approval for a new Series 7 (Beer and Wine Bar) liquor license.

RECOMMENDATION

Recommend approval to the Arizona Department of Liquor Licenses and Control (DLLC) of Application No. 273140, a request by Jeffrey Thomas Inglin, agent of Sip at the Ranch, for a new series 7 liquor license. Sip at the Ranch is located at 17650 W Elliot Road, Ste A-105, Goodyear, AZ 85395. (Darcie McCracken, City Clerk)

FISCAL IMPACT

The applicant paid the $635 application fee for the liquor license per the Goodyear Municipal User Fee Schedule. The business will also contribute to the tax base of the community.

BACKGROUND AND PREVIOUS ACTIONS

Mr. Inglin has applied for a new Series 7 liquor license for Sip at the Ranch which is set to open April 1st, 2024.

The City Clerk's office received the application from the DLLC on January 24th, 2024, and the Public Hearing notice was posted on January 25th, 2024 to comply with Arizona Revised Statutes §4-201(b). No petitions or protests from qualified persons were received during the comment period.

The application was routed to the Police Department and the Development Services Department (Planning & Zoning and Building Safety), and the departments had no comments.

STAFF ANALYSIS

A Series 7 liquor license has limited off-sale ("to go") privileges. Liquor may be delivered off of the licensed premises in connection with a retail sale. Payment must be made no later than the time of delivery. Off-sale ("To Go") package sales of spirituous liquor can be made on the bar premises as long as the area of off-sale operation does not utilize a separate entrance and exit from the ones provided for the bar. The total of all off-sale liquor sales shall not exceed 30% of on-sale retail liquor sales per license/location (A.R.S.§ 4-206.01(F)).

The DLLC requires license owners, agents, and managers actively involved in the day-to-day operations of the business to complete a state-approved management training course prior to the issuance of a liquor license. The manager has taken the Title 4 Basic & Management training. In addition to completing the required training, a manager will be on site during all business hours. The bar's training procedures call for carding anyone who appears to be 35 or under.

There are no licensed childcare facilities or K-12 schools within 300 feet of the location. The City Council's recommendation of "Approval", "Disapproval" or "No Recommendation" will be forwarded to the DLLC for consideration during their licensing review process.
