SUMMARY
A Replat of Building 2 of the Canyon Trails Professional Center Condominiums, located at the southwest corner of Estrella Parkway and Roosevelt Street.

RECOMMENDATION
Conditionally approve the Replat of Building 2 of the Canyon Trails Professional Center Condominiums. (Marty Crossland, Deputy Director of Engineering Development)
STIPULATIONS
1. Any technical corrections to this final plat required by the City Engineer or his designee shall be made prior to the recordation of the Final Plat; and
2. Prior to recordation of the Final Plat, Owner shall submit an updated title report for the property included within the Final Plat (the “Property”) and shall modify this plat to reflect the current ownership. Owner shall provide documentation acceptable to the City Attorney or his/her designee demonstrating that the party executing this final plat is authorized to do so.

FISCAL IMPACT
Although a fiscal impact analysis has not been conducted on this specific project, all new development will have an ongoing fiscal impact on the City. The development is responsible for construction of all infrastructure necessary to serve the site and will generate one-time revenue for the City through payment of permits, construction sales tax and development impact fees. Longer term fiscal impacts include increased demands for municipal services, the costs of which may or may not be offset by increased property values/tax levies, city sales tax, state shared revenues and the increased demand for commercial and retail development. Any areas that will be maintained by the city are constructed by the developer and then conveyed to the city two years after construction.
BACKGROUND AND PREVIOUS ACTIONS
The subject property was rezoned from Preliminary Planned Area Development (PAD) Mixed Uses to Final Planned Area Development Mixed Uses on July 26, 1999, per Ordinance No. 1999-0649. A Final Plat for Canyon Trails Plaza Phase 2 was recorded in the Official Records of Maricopa County on June 14, 2007 in Book 929 Page 45 (2007 0685400) subdividing a portion of the property subject to Ordinance 1999-00649 into six lots. On November 15, 2007, a Condominium Plant for Canyon Trails Professional Center Condominiums was filed in the Official Records of Maricopa County in Book 958 Page 31 (2007 1222350), which re-platted Lot 2 of the Final Plat for Canyon Trails Plaza Phase 2 by platting 45 condominium units in three (3) buildings and establishing common elements to support the condominium units.
STAFF ANALYSIS
The Replat request proposes to merge twenty condominium units within Building 2 of the Canyon Trails Professional Center Condominiums (currently under construction) into two condominium units, a portion of which is envisioned to be used by a medical tenant.
The General Plan Land Use Plan designates the subject property as ‘Business and Commerce’. The ‘Business and Commerce’ land use category provides for the growth and development of shopping, office, and entertainment areas along with high-density residential and public and community facilities, and medical uses are in conformance with the Business & Commerce category.
The existing zoning is in conformance with the General Plan land use designation and the proposed Replat is consistent with the General Plan and will not adversely impact the surrounding area. Further, the proposed Replat is consistent with the technical requirements of the city’s subdivision regulations and engineering standards and provides for the orderly development of the property.
