RECOMMENDATION
Approve the Memorandum of Understanding (MOU) with Arizona Department of Administration 9-1-1 Program for Geospatial support services for next generation 9-1-1. (Art Miller, Interim Police Chief)
FISCAL IMPACT
The costs associated with the MOU anticipate the use of the city's geospatial information systems (GIS) and are included in the budget.
BACKGROUND AND PREVIOUS ACTIONS
The city's telecommunications transitioned from the MR911 system to the state's 911 system in March 2024. The state's 911 system supports next generation 911 (NG911) which uses internet protocol communication that allows compatibility with more types of communication, providing greater situational awareness than the old system. NG911 calls can be mapped by coordinates or address locations using geospatial information. The state 911 system integrates with the city's GIS for telecommunication operations and does not require the state's GIS system to function. The MOU provides the guidelines to ensure that the city will continue to provide GIS support of the 911 system. In the event that the city's GIS system is not available, the city will be required to integrate with the state's GIS system, resulting in a cost to the city.
STAFF ANALYSIS
The city's GIS system is robust and already supports telecommunications operations. The department does not anticipate the need to use the state's GIS system. However, if the need arises, the department will notify council of the change and any additional costs incurred by this change. The department requests approval of the MOU.
