SUBJECT: IN-KIND REQUEST FOR COMMUNITY SPECIAL EVENTS

SUMMARY

Request to provide in-kind support of city staffing, permitting fees, and water for parking lot treatment to support two community events. The events are American Heart Association West Valley Heart Walk at Civic Square Park on November 16, 2024, and SkaterCon at Goodyear Community Park on February 22, 2025.

RECOMMENDATION

Approve the request to provide in-kind support of city staffing, permitting fees, and water for parking lot treatment to support two community events and associated budget transfers. (Guylene Ozlanski, Arts & Culture Administrator)

FISCAL IMPACT

Total requested in-kind support for both events is $17,850. Costs associated with providing staffing, permitting, and water usage are estimated as follows.

These expenses were not included in the FY2025 budget, and therefore, a budget amendment is needed to transfer the funds from the City Manager's Contingency Fund to the various impacted departments.

BACKGROUND AND PREVIOUS ACTIONS

The American Heart Association’s mission is to be a relentless force for a world of longer, healthier lives. AHA has grown into the nation's oldest and largest voluntary organization dedicated to fighting heart disease and stroke. The first West Valley Heart Walk was held in 2023 at Goodyear Civic Square. Participation in the Heart Walk is about coming together, getting hearts pumping, honoring survivors, raising lifesaving funds, and having fun along the way.

SkaterCon is a skater-run interactive skateboarding experience that celebrates skateboarding culture from the past to the present. The event includes a live concert, legends of skateboarding meet and greet, history of skateboarding panel discussion/Q&A, Skate Swap, Vendor Village, kids skate clinic, vintage skateboard gallery, bowl contests and skate demos. Marking the 10th year of this established event, organizers approached the city to consider Goodyear as a new location to host this annual event.

The City Council has previously approved the provision of in-kind services for events such as:
  • Sky Kids Fly Day event held at the Lux Air Jet Centers at the Goodyear Municipal Airport on March 25, 2023
  • American Heart Association West Valley Heart Walk at Goodyear Civic Square on December 2, 2023

STAFF ANALYSIS

Both organizers have requested city support for these annual events and supporting these activities aligns with the Council strategic goal for a Safe and Vibrant Community.

The West Valley Heart Walk will utilize Civic Square Park, Bullard Wash and adjacent roadways. The Heart Walk was named the No.1 peer-to-peer fundraising event in the country for 2021 by the Peer-to-Peer Professional Forum. The West Valley Heart Walk along with other Heart Challenge campaigns has raised over $100 million for research. This event provides a free wellness activity for residents and an opportunity to give back through the work of AHA. Last year, over 3,000 people participated, and staff anticipates this number to grow each year. Event organizers are targeting an attendance of 5,000 people.

SkaterCon will be held at Goodyear Community Park, featuring the Goodyear Skate Park. This established event has broad appeal with 20% of past attendees traveling from out of state and an additional 19% from outside Maricopa County. Event organizers identified Goodyear due to its state-of-the-art skate park that provides challenging elements for amateurs and professional skaters, availability of local hotels, and ease of travel access. The event is sponsored by Vans and will include exhibitions by professional skaters. This event will be ticketed with a ticket price of $25 (10 and under are free). With the approval of in-kind support, Goodyear residents will receive up to 370 free tickets valued at $9,250 to offset the cost of in-kind support. Skatercon will reimburse Goodyear for the value of any unredeemed tickets to ensure full value of direct support is received. Tickets will be distributed through the Parks and Recreation Department.

Fire, Police, Parks and Recreation and Public Works Department staff will provide the following support:

Goodyear Police Department
  • Command team that will monitor event activities, have direct contact with our Police Department partners, be the overall emergency incident commander, and be the central area for emergency resources.
  • Officers staffed at road closures and for traffic control.
Goodyear Fire
  • EMS team to provide first aid services.
  • Coordinate first aid and medical support throughout the event sites.
Parks and Recreation
  • Parks and Recreation staff will be on site to support day-of-event needs at park locations.
Public Works (West Valley Heart Walk only)
  • Provide staff and water to prepare dirt lots for parking.
