RECOMMENDATION
Recommend approval to the Arizona Department of Liquor Licenses and Control (DLLC) of Application No. 263343, a request by Pedro Ruvalcaba Carbajal, agent/applicant for Country Griddle, for a New Series 12 Liquor License. Country Griddle is located at 330 N. Dysart Road. #101, Goodyear, AZ 85338 generally located on the northeast corner of Van Buren St. and Manzanita Dr. (Darcie McCracken, City Clerk)
FISCAL IMPACT
The applicant paid the $635 application fee for the liquor license per the Goodyear Municipal User Fee Schedule. The business will also contribute to the tax base of the community.
BACKGROUND AND PREVIOUS ACTIONS
Country Griddle, an existing establishment, submitted an application for a New Series 12 liquor license through their LLC on May 22nd, 2024. To adhere to Arizona Revised Statutes §4-201(B), the City Clerk's office promptly posted a Public Hearing notice on the same date. The comment period closed without any petitions or protests from qualified individuals. Additionally, both the Police Department and Development Services Department (Code, and Planning & Zoning) reviewed the application and provided no objections.
STAFF ANALYSIS
The Series 12 license is specifically designed for restaurants and cannot be transferred to another owner or location. This license allows the establishment to sell and serve all types of alcoholic beverages, but only for consumption on-site. There's a key requirement, however: at least 40% of the restaurant's gross revenue must come from food sales. The Arizona Department of Liquor Licenses and Control (DLLC) requires responsible alcohol service training for all license holders, agents, and managers involved in daily operations. This training ensures staff understands and follows regulations to prevent underage drinking. In this case, Mr. Carbajal, the owner/agent, has already completed the state-approved Title IV training program and will ensure proper training for all staff. A manager will be present during all business hours to enforce responsible alcohol service practices. This includes checking IDs to verify age and refusing to sell alcohol to minors. The City Council will review the application and provide a recommendation of "Approval," "Disapproval," or "No Recommendation" to the DLLC.
