SUMMARY
The Arizona Department of Administration (ADOA) has established a new reimbursement program for cities to offset the costs of 911 services. The Police Department is seeking funding for the AT&T contract for equipment, service, and Next Generation 911 data networking.

RECOMMENDATION
Approve the City of Goodyear Arizona Department of Administration (ADOA) grant for 9-1-1 services and associated budget amendments. (Brian Issitt, Chief of Police)
FISCAL IMPACT
The expenditure amount of this item is $575,901 and was not included as a part of the FY2025. A budget amendment is necessary and will be offset by unforeseen revenue as the Arizona Department of Administration (ADOA) will be reimbursing agencies for associated costs, resulting in a zero net impact on the city.
BACKGROUND AND PREVIOUS ACTIONS
The Maricopa Association of Governments (MAG) initiated a 911 Study Committee and chose to migrate the valley telecommunications centers from MR911 to the State Emergency Services Internet Protocol network (ESINet) through a contract with AT&T, approving this move on January 31, 2024.
On March 4, 2024, Council approved the migration to the State 9-1-1 system and approved grant funding from the Arizona Department of Administration (ADOA). The grant reimburses the city for funding that it is required to pay AT&T directly. Reimbursements are submitted through the ADOA grant process. The grant will be managed through the ADOA grant portal (eCivis) with monthly reporting requirements and reimbursement requests. The grant process will be renewed annually as required by the ADOA.

STAFF ANALYSIS
The AT&T contract complies with all federal standards and provides the needed technologies to provide continuous emergency services, enhanced technology, and greater redundancy.
