SUMMARY
The Intergovernmental Agreement between the Phoenix Police Department and the City of Goodyear through the Goodyear Police Department to participate in the Internet Crimes Against Children (ICAC) Task Force.

RECOMMENDATION
Authorize the City Manager or designee to execute the (IGA) between City of Phoenix Police Department and City of Goodyear to participate in the Arizona Internet Crimes Against Children Task Force. (Brian Issitt, Chief of Police)
FISCAL IMPACT
The funding associated with the officers participating in ICAC cases is included as a part of the fiscal year 2025 Police Department base budget.
BACKGROUND AND PREVIOUS ACTIONS
The Goodyear Police Department has participated in the Arizona Internet Crimes against Children Task Force since 2010. The Task Force is designated to assist state and local law enforcement agencies with the investigation and prosecution of Internet crimes, and to deter the possession, production, and distribution of unlawful images depicting the sexual exploitation of minors and the utilization of the Internet to seek children as sexual victims, as well as increase public awareness. The most recent IGA expired on June 20, 2024.
STAFF ANALYSIS
The internet operates between jurisdictions without regard for boundaries. Through the use of the internet, criminals worldwide have the potential to victimize our children in their own homes from other countries, states, and countries. Participation in the AZ ICAC Task Force will make available to the Goodyear Police Department resources that would otherwise not be available. In 2023 and 2024, the Goodyear Police Department received one hundred and ninety-nine ICAC cyber tips.
